충남 부여군이 국도29호선의 핵심 구간에 대한 예비타당성조사(예타)를 본격화하며 지역 교통망 확충에 박차를 가하고 있다. 이번 사업은 국토교통부가 수립 중인 '제6차 국도·국지도 건설 5개년 계획(2026~2030)'에 반영되기 위한 절차로, 총사업비 1,815억 원 규모의 대형 프로젝트다.
군에 따르면 예타 대상에 포함된 사업은 ▲은산면 홍산나령 구간(7.3km) 4차로 확장(사업비 832억 원)과 ▲임천장암 구간(5.1km) 4차로 신설(사업비 983억 원) 등 두 건이다. 두 구간 모두 부여군의 교통 인프라를 획기적으로 개선할 핵심 사업으로 꼽힌다.
한국개발연구원(KDI)은 지난 8일 은산면행정복지센터에서 착수 회의를 가진 뒤, 은산~나령 구간 현장을 직접 둘러봤다. 오는 14일에는 임천~장암 구간에 대한 현장조사가 예정돼 있다.
현장조사에 참석한 박정현 부여군수는 "해당 사업은 충청남도 간선도로망 확보와 지역 간 연계성 강화, 미개통 구간 해소를 통한 교통 연속성 확보, 선형불량 및 위험도로 개선 등으로 인한 교통안전 증진을 위해 꼭 필요하다"고 강조했다.
이어 "백제문화단지·롯데아울렛·백제CC 등 주요 관광지와의 유기적 연계 강화, 은산·은산2·금강패션농공단지 등 산업 밀집지역과의 물류 효율성 제고, 지역소멸 위기 대응을 위한 사회기반시설 구축 등 다양한 측면에서 높은 정책성과 실현 가능성을 갖추고 있다"고 말했다.
군은 지난 제5차 국도·국지도 건설 5개년 계획에서 본 도로망 확충 사업이 반영되지 않자, 국도29호선 규암~은산 구간 중 '미연결 잔여 구간의 필요성'에 대한 의견을 중앙 관계 부처에 반복적으로 전달해 왔다.
특히, 군은 지역균형 발전 효과를 비롯해 잔여 구간 연결을 통해 얻을 수 있는 경제적·정책적 이익을 객관적으로 입증하기 위한 자체 조사 용역을 2023년에 진행했으며, 충청남도와의 다각적 협력을 통해 사업의 타당성 및 필요성을 구체적이고 지속적으로 정부에 건의해 왔다.
이러한 각고의 노력 끝에 이번 제6차 계획 예타 대상지로 국도29호선이 선정되는 쾌거를 이루며, 지역사회의 염원 실현에 한 발짝 더 다가서게 됐다
부여군 관계자는 "오는 14일 임천~장암 구간에 대한 2차 현장조사도 철저히 준비하고, 현장조사 후 이뤄지는 정책성 평가와 종합 심사 등에서도 우수한 평가를 받을 수 있도록 심혈을 기울이겠다" 면서, "지역 간 접근성 확대, 물류 효율성 증대, 관광 활성화 등의 긍정적 효과를 통해 부여군의 미래 발전을 이끌어 나갈 수 있도록 하겠다"고 말했다.
