한국 대통령제의 구조적 한계는 되풀이되어 왔다. 갈등과 정쟁, 권력의 과도한 집중, 그로 인한 피로와 통치의 비효율성 등. 이러한 문제는 어느 정권에서든 예외 없이 반복되었지만, 정치 시스템을 근본적으로 개혁하려는 실질적 시도는 번번이 선언에 그치고 실현되지 못했다. 더 이상 이 구조적 모순을 외면해서는 안 된다. 대한민국 정치의 구조가 바뀌어야 할 시점이다.

이에 대해 김문수는 과감한 제안을 하고, 한덕수는 그 제안의 취지를 수용하며 변화의 선봉에 설 뜻을 밝혀야 한다. 김문수 후보가 가진 절체절명(絶體絶命)의 성공카드라 할 수 있다. 김문수 후보가 제안하고, 한덕수 전 총리가 꼭 수용해야하는 책임-분업정치이다.
김문수가 제안해야 할 것은 바로 ‘러닝메이트형 공동 대선 체제’다. 이는 대통령 후보와 총리급 인물이 사전에 연합하여, 선거와 통치를 함께 책임지는 새로운 정치 모델이다. 대통령제의 안정성과 이원 집정부제적 책임 총리제의 실용성을 결합한, 대한민국 정치사에 유례없는 통치 실험이다.
한덕수 전 총리는 이 제안에 응답해야 한다. 그는 헌정 개혁과 책임 분업의 필요성을 누구보다 일찍이 강조해 온 전방위 정책 전문가다. 외교와 경제, 행정 전반에 걸친 오랜 경험과 실용적 리더십은 지금이야말로 그가 전면에 나설 시점임을 말해준다.
이 공동 통치 구상은 다음과 같은 내용을 담고 있다. 첫째, 한덕수는 김문수 캠프의 단일 대표 선대위원장으로 참여한다. 둘째, 김문수 후보 대통령 당선 시, 한덕수는 5년 임기의 실질적 책임 총리로서 경제·사회 분야의 중앙부처 장차관 및 고위공무원 인사권을 위임받는다. 또한 가칭 '국가전략비전회의' 의장으로 임명되어 대한민국 미래 청사진을 그리고 이를 실행하기 위해 사무처를 둔다. 셋째, 양측은 정책 협약과 공동 비전 선언을 통해, 국민과의 약속에 실질적 구속력을 부여한다. 이는 단순한 권력의 나눠먹기가 아니다. 국가를 위한 책임과 분업, 그리고 구조 개혁을 위한 시대적 선택이다. 이 모델은 중도·보수·실용 세력을 하나로 모으는 ‘빅 텐트’를 형성함으로써, 국정의 안정성과 개혁의 지속 가능성을 동시에 확보할 수 있다.

한덕수 전 총리가 이 제안을 수용해야 하는 세 가지 이유가 있다. 첫째, 그는 헌정 개혁의 실질적 주역으로 나설 역사적 기회를 인식해야 한다. 둘째, 위기 속의 대한민국에서 실용적 책임 정치의 리더십을 실현하려는 소명을 받아들여야 한다. 셋째, 이 구상을 통해 정치 구조 개편이라는 시대적 유산을 남기는 게 좋다. 이제 실행만이 남았다. 개헌은 더 이상 선언의 문제가 아니다. 김문수와 한덕수의 공동 통치 구상은 구조 개혁을 위한 실천적 가교이며, 변화의 설계도다.

The structural limitations of the Korean presidential system have been repeated. Conflicts and political strife, excessive concentration of power, resulting fatigue, and inefficiency in governance. These problems have been repeated without exception in every administration, but practical attempts to fundamentally reform the political system have been limited to declarations and have not been realized. We can no longer ignore this structural contradiction. It is time for the structure of Korean politics to change.
In response, Kim Moon-soo should make a bold proposal, and Han Deok-soo should accept the intent of the proposal and express his intention to take the lead in change. This can be called the desperate success card of candidate Kim Moon-soo. It is the responsibility-division of labor politics that candidate Kim Moon-soo proposed and former Prime Minister Han Deok-soo must accept.
What Kim Moon-soo should propose is the ‘running mate joint presidential election system.’ This is a new political model in which a presidential candidate and a prime minister-level figure form an alliance in advance and jointly take responsibility for elections and governance. It is an unprecedented experiment in governance in the political history of the Republic of Korea, combining the stability of the presidential system with the practicality of a prime ministerial system with a dual executive responsibility system.
Former Prime Minister Han Duck-soo must respond to this proposal. He is an all-round policy expert who has emphasized the need for constitutional reform and division of labor earlier than anyone else. His long experience in diplomacy, economy, and administration, as well as his practical leadership, tell us that now is the time for him to step forward.
This joint governance plan contains the following: First, Han Duck-soo will participate as the single representative election committee chairman of the Kim Moon-soo camp. Second, if candidate Kim Moon-soo is elected president, Han Duck-soo will be entrusted with the authority to appoint ministers, vice ministers, and high-ranking public officials in the central government in the economic and social sectors as the prime minister with actual responsibility for a five-year term. He will also be appointed as the chairman of the so-called 'National Strategy Vision Council' and will establish an office to draw up a blueprint for the future of the Republic of Korea and implement it. Third, the two sides give practical binding force to their promises to the people through policy agreements and joint vision declarations. This is not a simple sharing of power. It is a choice of the times for responsibility, division of labor, and structural reform for the country. This model can secure both stability in state affairs and sustainability of reform by forming a ‘big tent’ that brings together moderates, conservatives, and pragmatic forces.
There are three reasons why former Prime Minister Han Duck-soo should accept this proposal. First, he must recognize the historical opportunity to become a real protagonist of constitutional reform. Second, he must accept the mission to realize the leadership of practical responsible politics in the Republic of Korea in crisis. Third, it would be good to leave a legacy of the times through this plan, the restructuring of the political structure. Now, all that remains is execution. Constitutional amendment is no longer a matter of declaration. The joint governance plan of Kim Moon-soo and Han Duck-soo is a practical bridge for structural reform and a blueprint for change.
The people now want responsible reform in stability, not irresponsible change. In order to live up to those expectations, Han Deok-soo must step forward together with candidate Kim Moon-soo.
