충남 서산시의회가 5월 20일 제305회 임시회를 열고, 3일간의 공식 회기에 돌입했다. 이번 임시회에서는 조례안 12건과 동의안 3건 등 총 17개의 안건을 심도 있게 다룰 예정이다.
이번 회기에서 행정문화복지위원회와 산업건설위원회는 각각 소관 부서별 조례 개정안과 예산 동의안을 검토하게 된다.
행정문화복지위원회(위원장 강문수)는 △다자녀가정 지원 조례 개정안(이정수 의원 발의) △고문변호사 조례 개정안 △비정규직 권리보호 조례 개정안 △노인복지 증진 관련 조례 개정안 등 복지 및 행정 전반에 걸친 조례안을 다룬다. 또한 지역 위험 분석 및 발굴 연구를 위한 출연금 동의안 등도 포함됐다.
산업건설위원회(위원장 안동석)는 △도시재생 지원 조례 개정안(가선숙 의원 발의) △개인형 이동수단 안전 조례(안원기 의원 발의) △건축자산 진흥 조례 △농림축수산업 육성 조례(최동묵 의원 발의) 등 도시개발과 산업 관련 조례안을 중점 심의할 예정이다.
이와 함께 가로림만 갯벌 세계유산 등재 추진, 자원회수시설 운영 관련 동의안도 포함돼 눈길을 끈다.
본회의에 앞서 5분 자유발언도 이어졌다. 가선숙 의원은 교통약자 편의 개선을 위한 ‘가족배려주차구획 도입’을 제안했고, 안동석 의원은 팔봉산을 ‘8봉 명품산’으로 조성하기 위한 등산로 정비를 건의했다.
최동묵 의원은 행정 및 의정 활동이 주민 의사를 충분히 반영하지 못하고 있는 현실을 지적하며 개선을 촉구했다.
조동식 의장은 개회사에서 “이번 임시회가 시민 삶의 질을 높이고 희망을 전달하는 계기가 되기를 바란다”며, “가정의 달을 맞아 가정의 소중함을 다시금 되새기며, 가족 간 화합이 지역사회 발전의 원동력이 되기를 기원한다”고 말했다.
