(브레이크뉴스인천 박상도 기자) 인천 서구의회 김남원 의원(더불어민주당, 마선거구)이 30일, 3년 간의 연구단체 활동의 결실로 치유농업 육성 및 지원에 관한 조례안을 발의했다고 밝혔다.
서구의회에 따르면, 이번 조례안은 서구의 농업·농촌자원 또는 이와 관련한 활동과 산출물을 활용한 치유서비스를 할 수 있는 법적근거를 마련한 것으로 구청장의 책무, 치유농업 관련 기본계획 수립 및 실태조사 등 기본원칙에 관한 사항, 육성 및 지원에 관한 내용 등을 담고 있다.
특히, 연구단체 소속 의원을 포함한 18명의 찬성을 끌어내 지역 발전과 시민의 건강증진 삶의 질 향상의 정책적 공감대를 형성했다.
김남원 의원은 “이번 조례를 통해 기존의 치유농업 종사자도 발굴하고 전문적인 도시농업 아이템을 개발하여 서구가 선도적인 역할을 할 수 있기를 기대한다”며 “특히 주민의 사회적 우울감을 극복하고 어딘가에서 고립과 은둔생활을 겪고있는 분들의 사회복귀 적응을 돕는 프로그램 운영 등, 치유 서비스 프로그램 개발에 초점을 맞춘 조례인 점을 관련 부서와 사전협의 및 연구단체 활동 과정에서 밝힌 바 있다”고 전했다.
한편, 조례는 인천에서 도시농업과 치유농업 관련 두 조례를 동시에 제정하여 행정적 지원을 하게 될 3번째 기초단체가 될 것으로, 6월5일 입법예고를 거쳐 오는 6월23일 제274회 제1차 정례회 제3차 본회의에서 심의 의결 후 공포하여 시행된다.
