포항시의회 이다영 의원, “청소년 유해환경 왜 방치하나!”

【브레이크뉴스 포항】박영재 기자=경북 포항시의회 이다영 의원이 포항시 복지국 행정사무감사에서 청소년 유해환경 단속 부실과 디지털 성범죄 관련 포항시의 실질적인 대응체계 마련을 촉구했다.

이 의원은 "매년 청소년 유해환경에 대한 단속 강화를 주문해왔지만, 여전히 지도·단속이 제대로 이루어지고 있는지 의문”이라며, “학교 500미터 이내에 ‘유흥종사자 무제한 얼마’라는 선정성 문구가 적힌 간판이 1년 넘게 방치된 사례도 있었다"고 지적했다.

또 최근 급증하고 있는 그루밍 성범죄에 대해서도 강한 우려를 표했다. "그루밍 범죄는 가해자가 시간을 두고 피해자와 심리적 유대관계를 형성한 뒤 성적 착취나 학대로 이어지는 범죄로, 피해자의 40%가 초등학생이며, 항거곤란 비율도 매우 높은 것으로 나타났다."며 포항시의 실질적인 대응을 요구 했다.

이 의원은 “그루밍 범죄는 단순히 나쁜 어른 한 명의 문제가 아니라, 취약한 지역 보호망과 미흡한 신고 시스템이 빚어낸 구조적 문제”라며, “초기 개입이 핵심인 만큼, 포항시가 학교·가정·지역사회 단위의 예방 교육과 익명 신고시스템 정비에 나서야 한다”고 강조했다.

이와 함께 청소년 간 사이버 성범죄에 대한 지적도 이어졌다. 작년 포항지역 학교에서 발생한 딥페이크 영상 제보 사례를 언급하며, “청소년들끼리 만들어낸 디지털 성범죄 역시 증가하고 있다. 학교폭력의 양상이 더 은밀하고 심각해지고 있음에도, 포항시의 후속 조치나 디지털 교육·기기 차단 시스템에 대한 대응은 여전히 부족하다”고 비판했다.

마지막으로 이다영 의원은 “청소년을 보호하지 못하는 지역은 미래가 없다”며, “더 이상 보여주기식 캠페인이 아니라, 위험을 실시간으로 포착하고 즉각 개입할 수 있는 체계적인 대응 시스템 구축이 시급하다”고 강조했다.
