(브레이크뉴스인천 박상도 기자) 인천시사회서비스원이 23일, 읍면동 지역사회보장협의체 출범 10년을 맞아 ‘인천시 지역사회보장협의체 협력 활성화 방안 연구’를 시작한다고 밝혔다.
인천사서원에 따르면, 연구는 협의체 구성의 근거인 ‘사회보장급여의 이용·제공 및 수급권자 발굴에 관한 법률’과 ‘인천시 사회보장위원회 설치 및 운영 조례’, 보건복지부 협의체 운영 지침 등을 들여다보고 군·구, 읍면동 협의체 역할을 점검한다.
또, 법에 근거한 협력 방법과 인천시 특성을 담은 방안을 제안한다.
연구 기간은 5월~11월이며 협의체 위원 전체를 대상으로 온라인 설문조사를 하고 군·구 사무국 직원, 담당 공무원 등을 인터뷰한다.
현재 인천 156개 읍면동에 위원 4,137명이 활동 중이다.
복지부 지침은 시·군·구 협의체 역할로 읍면동 협의체 운영 지원과 자문을, 읍면동 협의체는 각 협의체 간 관계 정립, 연계방안 업무로 정하고 있다.
이에 따라 읍면동 협의체 워크숍 개최, 시·군·구 실무분과와 읍면동 협의체 간 공동사업 연계, 네트워크 구성 등도 가능하다.

내년엔 10개 군·구를 11개로 개편하고 ‘의료·요양 등 지역 돌봄의 통합지원에 관한 법률’ 시행도 앞두고 있어 주민 참여기구인 협의체 역할이 커졌다.
연구를 맡은 신상준 인천시사회서비스원 정책연구실 부연구위원은 “올해 연합회를 발족했고 복지부 지침은 시·군·구, 읍면동 협의체가 협력하도록 하고 있으나 현장에선 원활하지 못한 면이 있다”며 “위원들을 면밀하게 살펴 지역 변화와 특성에 적합한 협력 방안을 제안할 계획이다”고 말했다.
