충남 서산시가 행정의 신뢰도와 투명성을 높이기 위한 본격적인 청렴 혁신 행보에 나섰다.
서산시는 6월 23일 시청 대회의실에서 ‘반부패·청렴 시책 보고회’를 열고, 국민권익위원회 청렴도 평가에서 종합 1등급 달성을 위한 전략과 실천 방안을 공유했다.
이날 보고회에는 이완섭 서산시장과 각 부서장 등 50여 명이 참석해, 지난해 청렴도 평가 결과를 되짚고, 부서별 개선과제를 논의하는 시간을 가졌다. 서산시는 2023년 평가에서 종합 청렴도 2등급, 84.3점을 기록해 전년 대비 6.5점 상승한 성과를 보인 바 있다.
시는 이 같은 상승세를 유지하고 궁극적으로 1등급 달성을 목표로 ‘반부패 청렴 대책 추진본부’를 구성하고, 전 행정 조직의 청렴 역량을 한층 강화한다는 계획이다.
추진본부는 공사·용역·물품 구매, 보조금 집행, 각종 인허가 등 외부 행정에 있어 책임성과 투명성을 높이는 데 주력하며, 청렴 체감도를 높이기 위한 제도 개선과 실천 방안도 병행한다.
동시에, 내부 청렴도 향상을 위해 부서별 청렴 시책을 발굴하고, 부패 취약 분야를 분석해 개선하며, 자율적인 내부통제와 신고 시스템을 강화하는 데도 행정력을 집중할 예정이다.
청렴 교육 및 시민 대상 캠페인 등 청렴 문화 확산을 위한 실천 프로그램도 마련된다. 시는 공직자들의 청렴 실천 의지를 고취하는 동시에 시민들의 청렴 인식 제고를 유도해 ‘시민과 함께 만드는 청렴 행정’을 실현하겠다는 방침이다.
이완섭 서산시장은 “청렴은 시민 신뢰의 바탕이자 행정의 기본”이라며 “전 직원이 다시금 청렴 실천에 대한 의지를 다지고, 시민이 체감하는 공정한 행정 구현에 최선을 다하겠다”고 강조했다.
