예산전액 삭감…영일만대교 건설 좌초 위기 지역민들 ‘허탈’

【브레이크뉴스 포항】박영재 기자=지역민들의 오랜 숙원사업인 영일만대교 건설사업이 이재명 정부 시작과 함께 좌초 위기에 내몰렸다. 이에 포항지역 출신 김정재, 이상휘 국민의힘 국회의원이 24일, 영일만대교’ 건설예산 삭감에 깊은 유감을 표시했다

이들 의원들은 “정부가 국회에 제출한 2025년도 2차 추경안에 따르면, 포항-영덕 고속도로 건설예산 2,043억원 중 영일만 횡단대교 구간 공사비 1,821억원(공사비 1,260억원, 보상비 561억원)이 ‘불용’이 예상된다는 이유로 전액 삭감된 것으로 확인됐다.”며 정부의 전향적 입장 선회를 촉구했다.

이어 “현재 국토부는 최적 노선 선정을 위해 부처간 협의를 진행 중에 있어 정부의 의지만 있다면 연내 착공은 그리 어려운 일이 아님에도 사업연도 전반기가 마무리되기도 전에 ‘불용 가능성’을 핑계로 예산 삭감을 감행한 것은, 이재명 정부 스스로 영일만대교 건설사업에 대한 의지박약을 천명한 것에 불과하다”고 비판했다.

나아가 “부산, 영남권의 숙원사업인 가덕도 신공항의 경우도 마찬가지로 ‘불용 가능성’을 이유로 5,224억원의 공사비가 삭감 됐고, 이렇게 삭감된 예산은 전국민에게 지급되는 민생지원금으로 돌려쓴다고 한다.”며 “이는, 이재명 대통령의 당선을 자축하기 위한 국민용돈을, 십수년을 기다려온 지역 숙원사업 예산으로 돌려막겠다는 것에 다름없다.”고 비판의 수위를 높혔다.

그러면서 “과연 누구를 위한 용돈 잔치이고, 누구를 위한 예산 삭감이냐”고 반문하며 “영일만대교 건설사업은 지난 2019년 12월 문재인 정부 시절 제5차 국토종합계획에 ‘영일만 횡단고속도로’로 명시된 이후, 2021년 9월 제2차 국가도로망 종합계획과 2022년 1월 제2차 고속도로 건설계획에는 도면으로도 표기된 명실상부한 국책과제”라고 강조했다.

이들 의원들은 나아가 “영일만대교 건설사업은 국민과의 약속”이라며 “국민용돈 살포하는 데 급급해 지역 숙원사업을 좌초시키는 일이 있어서는 안되며 대통령이 ‘하고 싶은 일’을 하려하기 전에 국민이 ‘원하는 일’이 무엇인지를 고민해달라”고 요구했다.

이같은 소식이 알려지자 포항시민들은 일제히 이재명 정부를 향해 날선 비판의 목소리를 높이고 있다. 한 시민은“대선 당시 포항지역 곳곳에는 ‘포항 영일만 횡단대교 건설 적극 추진’이라는 민주당 이재명 후보의 공약 현수막이 내걸렸었다”며 “불과 당선 20일 만에 예산 전액을 삭감한다는 것은 표를 받기 위해 지역민들은 속였던 것으로 지역민들은 안중에도 없다는 것을 여실히 보여준 것”이라며 격앙된 반응을 보였다.
