(브레이크뉴스인천 박상도 기자) 인천시교육청이 27일, 2024회계연도 교육비특별회계 세출예산 집행잔액 처리 실태에 대한 특정감사 결과를 발표했다고 밝혔다.
인천시교육청에 따르면, 이번 감사는 지난해 12월 6일 열린 제299회 인천광역시의회 예산결산특별위원회에서 교육청의 낙찰 차액 사용 실태에 대한 감사 요청에 따라 진행됐다.
교육청 내 부서를 대상으로 2024회계연도 세출예산 중 계약과 관련된 낙찰차액 및 집행잔액 사용에 대해 확인한 결과, 일부 부서에서 예산 변경 등의 절차를 거치지 않고 낙찰 차액을 사용한 사례가 확인됐다.
이에 따라 교육청은 낙찰 차액 사용에 대한 명확한 기준과 방안을 마련해 각 부서에 안내할 방침이다.
인천시교육청 관계자는 “현행 규정상 일부 사업을 제외하고는 낙찰차액을 반드시 불용해야 한다는 명문 규정이 없어, 각 부서에서 예산 변경 등의 절차를 거쳐 사용한 사례만으로 위법·부당하다고 보긴 어렵다”며 “그럼에도 이번에 확인된 사례를 바탕으로 앞으로 낙찰차액 사용기준을 명확히 해 예산 집행의 투명성과 효율성을 높이겠다”고 밝혔다.
