충남 계룡시의회(의장 김범규)는 지난 6월 11일부터 27일까지 17일간의 일정으로 열린 제182회 정례회를 마무리하며 제6대 의회의 주요 의정 활동을 총정리했다.
이번 회기에서는 조례안 심의, 결산 심사, 행정사무감사 등을 통해 지역 행정 전반에 대한 점검과 제도적 보완이 이뤄졌다.
이번 정례회에서 의안심사특별위원회(위원장 조광국)는 이용권 의원이 대표 발의한 '계룡시 발달장애인 권리보장 및 지원에 관한 조례안'을 포함해 총 13건의 조례안을 심도 있게 심사하고 원안 또는 수정 가결했다.
예산결산특별위원회(위원장 최국락)는 2024회계연도 세입·세출 결산, 기금 결산 및 예비비 지출 승인의 건을 다뤘다. 심사 결과에 따르면, 지난해 계룡시의 총 세입은 약 3,899억 6천1백만 원, 세출은 2,842억 9천1백만 원으로 나타났으며, 연말 기준으로는 통합재정안정화기금 등을 포함한 12종의 운영기금이 총 706억 5천5백만 원 규모였다. 예비비는 총 26건에 대해 9억 원이 집행된 것으로 확인됐다.
행정사무감사특별위원회(위원장 조광국)는 시 본청 및 직속기관 등 21개 부서를 대상으로 행정 전반에 대한 감사를 실시하고, 총 202건의 시정 및 건의사항을 도출해 감사 결과보고서를 채택했다. 감사에서는 인구정책 실효성 제고, 계룡군문화축제 활성화 방안 수립, 청년 유입을 위한 맞춤형 정책 확대, 고향사랑기부제 활성화 전략 마련, 엄사초 학교복합시설 사업의 안정적 추진, 산불 대응 체계 정비 등이 중점적으로 지적됐다.
이와 함께 본회의에서는 의원들의 5분 자유발언이 이어졌다.
이청환 의원은 경관조명사업의 과도한 예산 투입과 수의계약 문제를 지적하며, “공약 실현보다 시민 생활 안정을 우선해야 하며, 지역 업체 우선 선정과 시민 체감형 정책에 재정이 집중돼야 한다”고 강하게 질타했다.
김미정 의원은 “계룡시는 국방수도로서 역사적·상징적 의미를 지닌 도시”라며, “시의원은 시민의 대변자로서 지역 발전과 삶의 질 향상을 위해 소통과 협력 중심의 책임 있는 의정활동에 충실해야 한다”고 강조했다.
정례회 종료를 맞아 김범규 의장은 이번 행정사무감사는 제6대 계룡시의회의 마지막 행정사무감사로, 그동안의 의정활동을 되돌아보고시정 운영의 전반적인 실태를 점검하는 중요한 자리였다.”며 “시의회는 끝까지 시민의 목소리에 귀 기울이며, 남은 임기 동안에도 책임 있는 의정활동으로 유종의 미를 거둘 수 있도록 최선을 다하겠다.”고 밝혔다.
