충남 논산시의회(의장 조용훈)는 30일 제264회 제1차 정례회 제3차 본회의를 끝으로 15일간의 회기 일정을 모두 마무리했다.
이번 정례회에서는 조례안과 일반안건, 추가경정예산안, 결산 승인안 등이 모두 원안대로 의결됐다. 시민 안전과 책임 행정을 강조하는 목소리도 본회의를 통해 이어졌다.
이번 회기에서 시의회는 '논산시 가족돌봄 지원 조례안'을 포함한 조례안 16건(의원 발의 7건), 일반 동의안 4건 등 총 20건의 안건을 심사해 모두 원안 가결했다. 시민 복지와 행정 효율성 제고를 위한 조례들이 대거 통과되며 실효성 있는 정책 기반 마련이 기대된다.
특히, 논산시장이 제출한 2025년도 제1회 추가경정예산안은 예산 편성의 시급성과 적정성 등을 중점적으로 심사한 결과, 기존 예산 대비 약 1,276억 원 증액된 1조 2,173억 원 규모로 최종 확정됐다. 이와 함께 2024회계연도 결산 승인안 및 예비비 지출 승인안 역시 별다른 이견 없이 원안 통과됐다.
정례회 마지막 날인 제3차 본회의에서는 시정질문과 5분 자유발언도 진행됐다. 앞서 제1차 본회의에서 시정질문을 했던 서승필 의원은 백성현 시장으로부터 공식 답변을 청취했다.
산업건설위원회 소속 김종욱 의원은 ‘시민을 위협하는 탁상행정보다 책임 있는 행정을’이라는 주제로 5분 자유발언을 통해 2023년 양지추모원 산사태 사망사고와 관련한 감사원 조사 결과를 언급했다. 감사원은 사고의 직접적 원인을 ‘임도 불안정’으로 지목한 바 있다.
김 의원은 이와 관련해 '논산시 관내 임야·도로·건물 등 시공된 임도 전반에 대한 즉각적인 전수조사', '사고 피해자들에 대한 충분한 보상 조치', '시민 세금으로 복구한 시설비에 대한 배상 절차 마련' 등을 촉구하며 “더 이상 시민의 생명과 안전이 후순위로 밀려서는 안 된다”고 강조했다.
