부여군, '2025년 정책실명제 중점관리 사업' 최종 선정

충남 부여군(군수 박정현)이 정책 결정과 집행 과정의 투명성을 높이기 위한 2025년 정책실명제 중점관리 대상사업으로 55건을 선정했다. 주요 정책 추진의 책임성을 강화하고, 군민의 알 권리를 보장하기 위한 행정혁신의 일환이다.

정책실명제는 정책 형성 및 실행에 참여한 담당자의 실명을 공개함으로써, 정책의 책임 주체를 명확히 하고 군민과의 신뢰를 구축하는 제도다. 군은 이 제도를 통해 군정 운영의 투명성과 정당성을 높이는 데 초점을 맞추고 있다.

올해 중점관리 대상에 포함된 사업은 '부여군 데이터 통합 플랫폼 구축, 금강권 역사문화관광 플랫폼 조성, 부여군 군립미술관 건립, 스마트도시 솔루션 확산사업, 보훈공원 조성' 등이다. 이들 사업은 부여군 정책실명제 심의위원회의 심사를 거쳐 최종 선정됐다.

전체 55개 사업 중 환경·안전 분야가 18건(32.7%)으로 가장 높은 비중을 차지했으며, 농림축산과 문화관광 분야가 각각 8건(14.5%), 지역개발 분야가 7건(12.7%)으로 뒤를 이었다. 

사업 선정 기준은 군민의 권리·의무에 직접적인 영향을 미치는 정책, 총사업비 5억 원 이상인 시설공사 및 전기·통신공사, 1억 원 이상 학술연구용역 등이다. 단, 국가안보나 개인정보 보호 등 공개가 부적절하다고 판단되는 사업은 대상에서 제외된다.

부여군은 이번에 선정된 사업 목록을 군청 공식 홈페이지에 게시해 누구나 자유롭게 열람할 수 있도록 했으며, 군민 참여 기반의 ‘국민신청실명제’도 연중 운영 중이다. 

군 관계자는 “정책실명제 대상사업을 지속적으로 관리하여 군민의 알 권리를 충족시키고 군민과 소통하는 행정 실현으로 행정 신뢰도를 더 높여 나가겠다”고 강조했다.

한편, 부여군은 2014년부터 2024년까지 총 371건의 중점관리 사업을 발굴해왔다. 이 가운데 283건(76.3%)은 완료됐으며, 82건(22.1%)은 현재 진행 중이고, 6건(1.6%)은 추진 중단 상태다.
