【브레이크뉴스 경북】진예솔 기자=경북교육청(교육감 임종식)이 지난 1일 도내 9개 교육지원청에 유보통합 전담 인력을 배치하며 기초지자체 보육업무 이관을 위한 준비에 본격 착수했다.
이번 조치는 포항, 경주, 김천, 안동, 구미, 영주, 영천, 경산, 칠곡 등 9개 지역 교육지원청에 교육행정직 1명씩 총 9명을 신규 배치한 것으로, 어린이집 수와 지역 규모를 고려한 선제적 인력 배치다. 나머지 시군에는 내년부터 단계적으로 확대 배치할 계획이다.
경북교육청은 지난해부터 유보통합 이관에 대비해 추진단과 자문단, TF, 시군 실무협의체 등을 구성해 지역별 대응 전략을 마련해왔으며, 이번 전담 인력 배치를 통해 실무 준비를 본격화하게 됐다.
배치된 인력은 교육지원청 차원의 유보통합 행정·재정 이관 준비는 물론, 지역 내 보육 실태 분석, 정책 홍보, 현장 지원 등의 실무를 전담하며, 교육청과 기초지자체 간 협력의 가교 역할을 하게 된다.
경북교육청은 전담 인력의 전문성 강화를 위해 오는 10일 직무 연수를 실시하고, 상시 모니터링 체계를 구축해 현장 실행력을 높일 방침이다.
아울러 오는 9월 1일에는 본청 유초등교육과에 장애 영유아 전담 장학사를 새롭게 배치해, 특수교육 대상 영유아를 위한 맞춤형 지원 기반도 함께 강화할 예정이다. 이는 유보통합 체계 내 교육복지 사각지대를 최소화하기 위한 조치다.
경북교육청은 2023년 1월 본청에 유보통합 준비 전담팀을 신설한 이래 △이관 대상 업무 정비 △조직·재정 통합 준비 △유치원·어린이집 간 격차 해소 등에 지속적으로 힘써왔다. 현재는 도내 유치원 10곳과 어린이집 10곳 등 총 20개 시범기관을 운영하며 지역 중심의 특색 사업도 병행 중이다.
임종식 교육감은 “유보통합은 우리 아이들이 안정적이고 질 높은 교육환경에서 성장할 수 있도록 하기 위한 핵심 과제”라며 “현장과의 긴밀한 소통을 바탕으로 유보통합이 차질 없이 추진될 수 있도록 최선을 다하겠다”고 밝혔다.
