(브레이크뉴스인천 박상도 기자) 부천시가 14일, 외국인 인구 증가에 따라 수사의 공정성과 인권 보호를 강화하기 위해 지난5월부터 ‘특사경 통역 자원봉사자’를 구성해 운영하고 있다고 밝혔다.
부천시에 따르면, 자원봉사자는 중국어 등 9개 언어를 구사하는 21명으로 구성돼 외국인 대상 수사에 통역 지원을 제공한다.
부천시는 최근 외국인 인구와 등록 차량이 꾸준히 증가하면서, 무보험 운행으로 인한 사건과 과태료 발생도 함께 증가하는 추세에 주목했으며, 2025년 6월 말 기준, 부천시의 외국인 인구는 52,873명 외국인 등록 차량 수는 9,748대로 확인됐다.
이에 따라 부천시는 외국인의 의무보험 가입 필요성과 미가입 시 불이익을 알리기 위해 만화 형식의 홍보물을 제작해 동 행정복지센터와 외국인 지원단체에 배부했다.
특히, 부천시는 외국인 수사 시 통역 부재로 발생할 수 있는 인권 침해를 예방하기 위해 조사실 환경을 정비하고, 예산을 들이지 않고도 전문 통역 인력을 운영할 수 있도록 자원봉사단을 구성했다.
