(브레이크뉴스인천 박상도 기자) 인천시교육청이 지난 21일, 도성훈 인천교육감이 김영호 국회 교육위원회 위원장과 최은옥 교육부 차관을 만나 지방교육재정 확보, 교직원 정원 증원, 교육현장 중심의 정책 및 제도 개선 등 3대 영역, 12개 세부 정책을 제안했다고 밝혔다.
인천시교육청에 따르면, 도 교육감은 먼저 지방교육재정의 안정화를 위해 25년도 고등학교 무상교육비 소급 지원, 고등·평생교육 별도 교육재정교부금 마련, 공립학교 국유재산 변상금 부과 취소 및 무상사용 허가, 교육용 전기요금의 단가 인하를 제안했다.
이는 안정적인 교육재정을 확보해 교육의 공공성과 형평성을 회복하고 학교가 교육 본연의 역할에 집중할 수 있도록 국가 차원의 실질적인 지원이 필요하다는 취지이다.
이어 지역 특성을 반영한 교원 정원 산정 방식 마련 및 교원 정원 제도 개선, 특수교사 법정정원 확보, 지방공무원 정원 증원 등을 제안하며 다변한 교육과정 운영과 학교 지원 확대를 위한 국가 차원의 제도 정비를 촉구했다.
또한 대입제도 개편을 위한 민·관·산·학 거버넌스 구축, 고교학점제 개편, 정서학대 개념 명확화를 위한 「아동복지법」 개정, 학교폭력 정의 조정, 서해5도 교원 수당 조정 등 현장 중심의 정책과 제도 개선 방안을 함께 제시했다.
