Let’s build the house of inter-Korean relations one brick at a time. Finally, I propose to the responsible authorities in North Korea. Inter-Korean relations are a relationship of no return. They are not one or two. In 2021, Chairman Kim Jong-un declared the principle of strong-for-strong and good-for-good in relation to relations with South Korea and the United States. From that perspective, the past three years have been the worst time for the South and the North, a time of strong-for-good, where they faced each other with hostility and confrontation. Let’s end the time of strong-for-good. We must change it to a time of good-for-good. Recently, when our National Intelligence Service stopped broadcasting to the North, the North stopped transmitting jamming signals. Last June, when we turned off our loudspeakers to the North, the North stopped broadcasting noise. This is a measure of good-for-good. Just as the first sign of restoring trust was the cessation of psychological warfare broadcasts and loudspeaker broadcasts against the North, which were relics of the Cold War, the South and the North will rebuild their broken trust one by one in the future. If we make efforts to ease military tensions, the day will come when we can sit down and talk again.
Six years have been too long. The six years of no dialogue at all were foolish times that brought harm and setbacks to both the South and the North. Let’s leave behind the time of hostility and confrontation and open an era of reconciliation and cooperation. As promised in the Basic Agreement made under the conservative government in 1991, the South and the North must open a new era of peaceful coexistence on the basis of recognizing and respecting each other’s systems.
We must return to the spirit of the June 15 Joint Declaration and the October 4 Declaration of 2000, the April 27 Panmunjom Declaration, and the September 19 Pyongyang Joint Declaration. Let’s untangle the tangled threads, but let’s not stop at untangling them and wear a set of clothes together. This is the command of five thousand years of history, the will of the present, and the duty that we must not leave the future to future generations. When you untangle the tangled threads, they become a single garment. December 26th of this year marks the 100th anniversary of the azalea flowers that poet Kim So-wol created. Shouldn’t the South and the North enjoy this event together? How wonderful it would be if we could hold the 100th anniversary joint azalea event together? Dear and beloved Unification Family, we have memories of crossing the forbidden line and making history. Let’s move forward with patience toward the peace that is far away. Let’s overcome the obstacles that lie before us with courage. Today’s meeting between you and me is not a simple reunion. It is the ‘first starting line’ toward a ‘new beginning.’ Let’s start again today. I trust you and I will take the lead. Thank you.
