필자는 신임 통일부 장관인 정동영 장관과 오랜 동안 친교를 지속해왔다. 같은 언론인 출신이었기 때문이다. 정동영 장관은 지난 2007년 12.19 대통령 선거에 출마(대통합민주신당), 낙선했다. 그 이후, 작은 저녁모임에서 자주 만났었다. 대통령 선거에서 낙선한 정치인의 심정을 헤아리는 작은 성의였다.

정동영 신임 통일부 장관은 지난 2004-2005년 노무현 정부에서 통일부 장관을 지낸 분이다. 지난 7월25일 이재명 정부의 통일부 장관으로 취임했다. 20년 만에 다시금 통일부 장관으로 귀환했다. 모든 사람에게는 회한이란 게 있을 수 있다. 20년 만에 다시금 통일부 장관으로 재입성한 그분(정동영 장관)의 심경은 과연 어떠할까가 궁금했다.
그 심경은? 장관 취임사 속에 잘 용해돼 있었다. 여러 번 숙독했다. 취임사의 제목부터가 그랬다. “20년 만에 여러분을 다시 만납니다.”. 일반적인 인사말 같지만, 그 속 내면은 달랐음직하다.
정동영 장관은 취임사의 서두에서 “10년이면 강산도 변한다고 했는데, 강산이 두 번 변할 시간이 지났습니다. 통일가족 여러분, 그동안 잘 지내셨습니까? 반갑습니다, 다시 한 번 옆자리 식구들에게 박수 한 번 크게 보내주시기 바랍니다. 앞서 재임시절 사진들 보니까, ‘아 남북관계에 저런 시절도 있었구나’라는 회한, 그리고 남북이 함께 뜨거웠던 그 숨 가팠던 순간들이 바로 며칠 전 일처럼 다가옵니다.”면서 “통일부를 떠나있던 시간에도 제 마음속 깊은 곳에는 항상 그 시절 그 현장이 자리 잡고 있었습니다. 잘 아시다시피, 저는 전주가 지역구인 국회의원입니다. 하지만 통일부는 ‘제 신념의 지역구’입니다. 이재명 대통령께서 저를 다시 통일부장관으로 보낸 것은 무너진 한반도의 평화를 복원하고 남북관계를 개선하라는 특명이라고 생각합니다. 제게 다시 맡겨진 역사적 소명을 무겁게 안고 모든 힘과 역량을 쏟아부을 것을 다짐합니다.”고 강조했다.

그런 그가, 통일부 장관으로서, 어떤 일을 하려는 것일까? 정동영 장관은 취임사에서 “저는 오늘 첫 일정으로, 판문점을 다녀왔습니다. 통일가족을 대표해서 분단의 아픔이 고스란히 남아있는 판문점을 다녀왔습니다. 대답이 없는 남북 직통 전화를, 전화기를 들고 벨을 길게 세 차례 눌렀습니다. 선이 끊어진 것인지 벨이 울려도 받지 않는 것인지, 전화는 먹통이었습니다. 긴장과 적막과 침묵으로 가득한 DMZ를 뒤로하고 판문점에서 서울로 돌아오는 차 안에서, 저는 다시 한 번 무거운 마음으로 분단국가의 통일부 장관으로서 긴 전쟁을 끝내고 한반도의 평화 체제를 시작해야 할 역사적 소명을 마음속으로 가지고 있습니다. 이제는 ‘정책의 대전환’을 통해서 실종된 평화를 회복하고 무너진 남북관계를 일으켜 세워야 합니다.”고 피력했다.
그가 하려는 일들은 △남북간 평화 공존 △평화경제-공동성장-평화가 밥 △국민주권 대북정책 등으로 요약됐다.
자영업자들이 무수하게 일터를 떠나가고, 국가 경제가 무너지는 등의 경제적 악수환이 계속되는 시기에 다음과 같은 그의 말에 시선이 꽂혔다.
“평화경제 그리고 공동성장의 길입니다. 평화가 밥입니다. 평화가 경제를 안정시키고 경제가 다시 평화를 확장하는 남북 간 ‘평화경제’ 시대를 열어야합니다. 남북간 호혜적 협력은 서로에게 이익입니다. 우리 모두의 미래를 만드는 토대입니다. 과거 개성공단이 민간의 땀과 헌신으로 이루어졌듯이, 새로운 평화경제의 미래 역시 민간이 주도하게 될 것입니다. 가능한 빠른 시일 안에 남북간 경제협력을 재개하고, ‘한반도 AI 모델’과 같은 첨단형 미래 협력 모델도 모색해 나갈 수 있을 것입니다. 한반도 평화경제의 지평을 확장하기 위해서 국제사회와의 협력과 연대도 강화해 나가겠습니다.”

또 정동영 신임 통일부 장관은 북한의 책임 있는 당국자들에게 제안했다. “6년은 너무 길었습니다. 일체의 대화가 중단된 6년은 남과 북 모두에게 피해와 후퇴를 안겨준 어리석은 시간이었습니다. 적대와 대결의 시간을 뒤로 하고 다시 화해와 협력의 시대를 열어갑시다”라고.
정치권에 오래 몸담았던 정치인의 무게가 느껴진다.
경제정의실천민주연합은 이날 발표한 성명에서 “정동영 통일부 장관은 이재명 정부의 남북관계 국정과제에 발맞추어, 한반도 긴장 완화와 남북교류 협력에 앞장서주길 바란다.”고 밝혔다.
