세종시와 충남도가 금강수목원의 생태적 가치를 보존하고 공공성을 확보하기 위해 충남산림자원연구소의 국유화 방안을 제안했다.
시는 6일 금남면 소재 충남산림자원연구소 부지의 국가 자산화를 촉구하는 최민호 세종시장과 김태흠 충남도지사 명의의 건의문을 국정기획위원회에 전달했다고 밝혔다.
충남산림자원연구소는 2012년 세종시 출범 이전에는 충남 공주시 관할이었으나 시 출범이 후 지난 13년간 세종시 행정구역 안에 있는 충남도 소유의 자산으로 존치되어 왔다.
그러던 중 최근 충남도가 연구소 시설의 청양 이전을 확정함에 따라, 소유와 관리의 불일치 문제를 해소하기 위해 양 시도는 해당 부지의 국가 자산화, 민간 매각 등 다양한 방안을 모색해 왔다.
다만, 해당 연구소 부지 내에는 금강자연휴양림·수목원이 포함돼 있어 시민의 여가·휴식 공간 확보와 자연환경 보존을 위한 공공성 확보를 위해 국유화가 필요하다는 의견이 지속 제기돼 왔다.
이에 세종시와 충남도는 그동안 제기되어 온 시도민의 의견을 공동 건의문에 담아 충남산림자원연구소의 국유화 방안을 제안했다.
공동 건의문의 주요 골자는 연구소 및 금강자연휴양림·수목원에 대한 국가 차원의 공공 활용 필요성 촉구다.
