지난달 기록적인 폭우로 큰 수해를 입은 세종시 전동면이 특별재난지역으로 지정됐다.
7일 세종시에 따르면 정부는 지난 6일 중앙합동조사단의 피해 현장 확인과 피해 복구액 확정을 거쳐 전동면을 특별재난지역으로 선포했다.
전동면은 지난달 16일부터 19일까지 371㎜ 폭우가 쏟아지면서 조천이 범람해 인근 농경지와 도로·하천시설물 등이 유실되는 등의 해를 입었다.
당시 폭우로 인해 발생한 세종시 전체 추산 피해 건수와 피해액은 공공·사유 시설을 포함해 모두 657건, 63억 1,900만 원이며, 이 가운데 전동면에서만 265건, 23억 원의 피해가 발생했다.
현행 재난 및 안전관리 기본법에 따르면 읍면동은 한 곳당 피해액 14억 2,500만 원 이상이면 특별재난지역 선포가 가능하다.
시는 이번 특별재난지역 지정으로 복구비의 일부를 국비로 지원받게 됨에 따라 재정 부담을 덜고 복구 사업을 보다 신속하게 추진할 수 있을 것으로 기대하고 있다.
특별재난지역선포 지역에서 피해를 본 주민은 국세·지방세 납부 유예, 전기·통신료·수도·도시가스 등 공공요금 감면, 소상공인 저금리 대출, 군복무 예정자 입영 연기 등 다양한 지원을 받을 수 있다.
김하균 행정부시장은 “전동면을 포함해 11개 읍면동에서 수해를 입은 시민들이 하루빨리 일상으로 돌아갈 수 있도록 전 행정력을 집중하겠다”며 “관계기관과 협력해 신속한 재난지원금 지급과 복구에 최선을 다하겠다”고 말했다.
