이재명 대통령의 1호 공약인 ‘AI 3대 강국’ 실현을 위한 ‘국가대표 AI’ 개발 프로젝트가 본격화하는 가운데 오는 10월 경주에서 열리는 APEC 정상회의 기간에 ‘글로벌 AI 서밋’을 개최하는 제안이 나와 눈길을 끌고 있다. 양기대 더불어민주당 전 국회의원은 10일 페이스북에서 “우리나라에서 개최되는 경주 APEC 정상회의를 대한민국 미래 도약의 발판으로 삼아야 한다”며 이같이 제안했다.
이재명 대통령이 사전에 철저하게 준비해 ‘글로벌 AI 서밋’을 주관해 이 자리에 미국 일론 머스크(테슬라), 래리 페이지(구글), 샘 올트먼(오픈AI), 중국 런정페이(화웨이), 허이홍(바이두 AI) 등 세계 AI 빅테크 CEO들과 우리나라 대표 AI 기업 CEO들을 한 무대에 서게 하자는 것.
양기대 전 의원은 “미국은 ‘AI 액션플랜’으로 동맹국을 자국 AI 생태계에 편입하려 하고 있으며, 중국은 ‘세계 AI 협력기구’를 내세워 오픈소스 AI 블록을 만들고 있다”며 “반면 출범한 지 얼마 안 된 이재명 정부는 며칠 전 ‘독자 AI 파운데이션 모델’ 5개 팀을 선정했고, AI 반도체 → 모델 → 서비스까지 이어지는 ‘소버린(주권) AI’ 생태계 구축에 사활을 걸고 있다”고 설명했다.
이어 “이같은 상황에서 APEC 기간에 ‘인류를 위한 AI 빅뱅’을 주제로 한 ‘글로벌 AI 서밋’을 개최한다면 미·중 AI 리더와 한국 AI 대표들이 함께하는 글로벌 컨퍼런스에서 국제 AI 협력 및 질서의 규칙을 우리가 주도할 수 있다”고 주장했다.
이와 함께 “전 세계 언론이 주목하는 자리에서 대한민국 AI 주권과 비전을 선포한다면 금상첨화일 것”이라고 강조했다.

양기대 전 의원은 “글로벌 AI 3강은 그냥 주어지지 않는다”면서 “AI 시대, 기술을 소비하는 나라가 아니라 기술 질서를 만드는 나라가 돼야 하며, 이를 위해 10월 경주에서 대한민국이 AI 미래의 게임체인저로 나서는 출발을 만들 수 있을 것”이라고 제안했다.
한편, 이재명 정부는 ‘글로벌 AI 3강’ 도약을 위해 ‘독자 AI 파운데이션 모델’ 구축 사업에 참여할 5개 정예팀을 최근 선정, 발표했다. 공모에 도전한 15개팀 가운데 선정된 네이버클라우드, 업스테이지, SK텔레콤, NC AI, LG AI연구원은 오는 2027년까지 5300억원의 정부 지원을 받아 한국형 초거대 AI 모델 개발을 두고 치열한 경쟁을 벌인다. 6개월마다 엄격히 평가해 1곳씩 탈락시킨 뒤 최종 2팀이 살아남는 서바이벌 방식이다.

Former lawmaker Yang Ki-dae stated, "Becoming one of the top three global AI powers is not something that is simply given to us. In the AI era, we must become a nation that creates technological order, not a nation that consumes technology. To this end, the Gyeongju Games in October can serve as a starting point for Korea to emerge as a game-changer in the AI future."
Meanwhile, the Lee Jae-myung administration recently selected and announced five elite teams to participate in the "Independent AI Foundation Model" project to achieve its goal of becoming one of the top three global AI powers. Among the 15 teams that entered the contest, Naver Cloud, Upstage, SK Telecom, NC AI, and LG AI Research Center were selected. They will receive 530 billion won in government support through 2027 and compete fiercely to develop a Korean-style, ultra-large-scale AI model. The competition will be a survival-style competition, with one team eliminated every six months through rigorous evaluations, ultimately resulting in the final two teams remaining.
