위원회는 지난 7월 9일 정부의 미국산 사과 수입 검토 보도에 긴급 성명서를 발표했다. "국내 사과 생산의 62%를 차지하는 경북 과수농가를 벼랑 끝으로 몰아넣는 결정"이라며 산업통상자원부의 발표를 강하게 비판했다.
실제로 경북은 전국 사과 생산량의 3분의 2를 담당하는 핵심 산지다. 미국산 사과가 수입되면 가격 경쟁력에서 밀려 농가 타격이 클 수밖에 없다는 게 위원회의 판단이다.
후계농업경영인 자금지원 중단 사태에도 신속히 대응했다. 5월 임시회에서 '재발방지 촉구 건의안'을 채택해 정부의 무책임한 자금 운용을 비판했다. 경북을 포함한 전국 신청자의 75%가 탈락하는 초유의 사태가 벌어지자 "정부가 농업의 미래를 외면하고 있다"고 지적했다.
현장 활동도 활발했다. 동해중부선 개통으로 새로운 관광 기회를 맞은 동해안 지역을 점검하고, 기후변화 대응을 위해 고성과 통영의 농업·수산 분야 사례를 살폈다.
조례 제정을 통한 정책 기반 구축에도 힘썼다. 최병준 의원은 '도농교육교류협력 조례'를, 신효광 의원은 '전자상거래 활성화 지원 조례'를 각각 발의했다. 이충원 의원의 '농업 농촌 온실가스 감축 지원 조례', 최병근 의원의 '유실·유기동물 입양 활성 지원 조례'도 눈에 띈다.
해양수산 분야에서는 김재준 의원이 '친환경 어구 사용 촉진 조례'를 발의해 신규 사업으로 편성되는 성과를 거뒀다. 서석영 의원은 '어선원 삶의 질 향상 지원 조례안'으로 어민 복지 향상에 나섰다.
올봄 대형 산불로 피해를 입은 농어민을 위한 대응도 빼놓을 수 없다. 피해 현장을 직접 방문해 실태를 점검하고 집행부에 신속한 지원과 체계적 복원 대책을 요청했다.
위원회는 하반기에도 생존권과 직결된 사안에 대해서는 도민 입장에서 선제적으로 대응할 방침이다. 민생 조례 제정과 입법 활동에도 더욱 박차를 가한다는 계획이다.
신효광 위원장은 "농수산위원회는 경북 도민과 농어민들의 목소리에 항상 귀 기울일 것"이라며 "경북 농수산업의 밝은 미래를 위해 힘쓰고, 도민 삶을 실질적으로 개선하는 민생 의회 역할을 성실히 수행하겠다"고 말했다.
