It was our people who overcame the sorrow of losing their country and sacrificed their lives to achieve independence, who overcame the devastation of war to achieve dazzling industrialization, who overcame the IMF foreign exchange crisis by collecting gold, and who preserved constitutional order during civil wars that mobilized armed forces.
Unfortunately, however, our politics fall short of the expectations and expectations of our people. It is time to transform our political culture. Only when politics regains its function of pursuing the public interest, not private gain, and when we end the abnormal situation where the people worry about politics will the barriers of conflict and hatred that have entrenched within us finally disappear. I take this opportunity to reiterate my call and urge you to break away from the divisive politics rooted in outdated ideologies and factions and instead work together to create a politics of solidarity and coexistence based on dialogue and compromise. Let us join hands and move forward toward the prosperous nation our ancestors envisioned, a nation where we all prosper together, a true democratic republic where popular sovereignty is fully realized.
Respected and beloved citizens, the ongoing inter-Korean confrontation resulting from division threatens our lives, hinders economic development, and poses a serious obstacle to our nation's future. It is time to break free from outdated Cold War thinking and confrontation and usher in a new era of peace on the Korean Peninsula. We know all too well that the continued state of hostility serves no benefit to the people of either South or North. We have already harshly experienced throughout history the misfortunes that arise when peace is shaken. Peace is the foundation of a safe daily life, the foundation of democracy, and a prerequisite for economic development. Isn't it more important to create peace, a state where there is no need for fighting, than to win by fighting or by not fighting? Inter-Korean dialogue, which had continued despite numerous ups and downs, has been completely cut off during the previous administration. The more tangled the thread, the more patient and gradual the unraveling. Before talking about the distant future, it would be logical to begin now by rebuilding trust and restoring dialogue. Trust is built not by words, but by actions.
Since taking office, the People's Sovereign Government has taken measures such as suspending leaflet distribution and loudspeaker broadcasts to North Korea. Going forward, our government will consistently take steps to substantively ease tensions and restore trust. South and North Korea are not enemies. We have defined our relationship as a special one, where the two sides respect and recognize each other's systems while striving for peaceful unification. This spirit, enshrined in the Inter-Korean Basic Agreement, permeates all inter-Korean agreements, from the June 15 Joint Declaration, the October 4 Declaration, the Panmunjom Declaration, and the September 19 Joint Declaration. Our government will respect existing agreements and immediately implement them wherever possible. First and foremost, we respect the current North Korean regime, will not pursue any form of absorption unification, and have no intention of engaging in any hostile acts. In particular, we will proactively and gradually restore the September 19 Military Agreement to prevent accidental inter-Korean conflicts and build military trust. Furthermore, based on the principles of mutual benefit and mutual prosperity, we will work to restore the foundation for exchange and cooperation that can substantially improve the lives of the people of the South and the North, and create conditions for shared growth. I believe that this year, marking the 80th anniversary of liberation, is the right time to end the era of confrontation and hostility and jointly usher in a new era on the Korean Peninsula of peaceful coexistence and shared growth. I will patiently wait for North Korea to respond to our efforts to restore trust and restore severed dialogue.
Meanwhile, a peaceful Korean Peninsula is a "nuclear-free Korean Peninsula" and one founded on friendly cooperation with neighboring countries. We recognize that denuclearization is a complex and extremely difficult task that cannot be resolved in the short term. We will seek a path toward a peaceful resolution through inter-Korean and US-North Korea dialogue, as well as cooperation with the international community, and broaden the international community's support and consensus for peace on the Korean Peninsula and the advancement of inter-Korean relations.
My fellow citizens, This year marks the 80th anniversary of liberation and the 60th anniversary of the normalization of diplomatic relations between South Korea and Japan. It is a time to face the past while exercising wisdom to move forward into the future. Because Korea and Japan have shared a long and turbulent history, establishing a relationship with Japan has always been a crucial and challenging task. Many of us still suffer from historical issues, and conflicts stemming from differing perspectives remain significant. At the same time, we remember the dreams of our independence fighters. We must uphold the fervent hope of those forefathers who, despite facing the harshness of Japanese colonial rule, never gave up hope that Korea and Japan could one day become true neighbors. Japan is our neighbor, sharing our homeland, and an inseparable and crucial partner in our economic development. Sixty years ago, when diplomatic relations were normalized, the number of people traveling between the two countries was only around 10,000. Now, we have entered an era of annual human exchanges reaching 12 million. Our national strength has also grown beyond comparison. Just as Korea and Japan have grown together through industrial development, when our two countries cooperate for the future based on trust, we will be able to overcome the challenges of the era of hyper-disparate artificial intelligence. Based on the principle of pragmatic diplomacy centered on national interests, we will frequently meet and engage in honest dialogue through shuttle diplomacy to explore future-oriented, mutually beneficial cooperation with Japan. The stronger the trust, the higher the quality of cooperation.
I expect the Japanese government to face up to its painful history and strive to maintain trust between our two countries. I believe that only then will we achieve greater shared interests and a brighter future.
Respected citizens of the Republic of Korea, we are all currently in the midst of a maelstrom of profound change. We must wisely navigate this complex crisis: the restructuring of supply chains and rapid shifts in the trade order, the industrial transformation driven by cutting-edge technology competition, and the energy transition driven by the climate crisis. The Korea-US tariff negotiations are just one wave. Other waves will inevitably surge forward. If we fail to properly respond to this rapidly changing order, our nation's future will be shaken and the lives of our people will be threatened. We cannot repeat the mistakes of 120 years ago, when we failed to keep pace with the changing international situation, were caught between the great powers, and ultimately lost our sovereignty. The year 2025 must be different. Whether we will be swept away by the high waves and shipwreck, or turn this crisis into an opportunity and leap forward, depends entirely on ourselves. Falling behind by one step will result in the exhausting fate of a follower, but staying a half-step ahead, despite the difficulties, will enable us to become leaders who enjoy limitless opportunities. We must proactively respond to change by fostering cutting-edge science and technology, such as semiconductors and artificial intelligence. We must accelerate the energy transition, including the energy highway, and lead the way into the future.
We must also further refine our culture and lead the world with soft power. Only then will we be able to usher in a new century of leaps forward. While this is an uncharted path, we can achieve it, just as we have done so far. Because the light of independence and self-reliance reclaimed by our ancestors, the light of democracy achieved by our people, will serve as a guiding light for our future. If the great strength of our people is once again unleashed, just as we walked without losing our way even in the darkness, we will be able to find our own path without losing our way.
Let us move forward together toward a Republic of Korea that leads the world, a nation filled with peace and prosperity, a nation where the light of popular sovereignty never fades.
