김성재 김대중평화센터 상임이사의 개회사를 시작으로 진행되는 이날 행사는 국민의례, 우원식 국회의장의 추모사, 정청래 더불어민주당 대표와 송언석 국민의힘 비상대책위원장의 추모사, 추모영상 상영, 추모노래, 천주교 서울대교구 정의평화위원장인 하성용 신부의 추도예식, ‘김대중 망명일기’(한길사 刊) 헌정식, 유족인사에 이어 대통령 묘소로 이동, 헌화와 분향 순서로 진행된다.
이날 행사에는 추모위원장을 맡은 우원식 국회의장과 대통령실 강훈식 비서실장과 우상호 정무수석비서관이 참석하고, 정청래 더불어민주당 대표와 송언석 국민의힘 비상대책위원장 그리고 김선민 조국혁신당 대표 권한대행, 이준석 개혁신당 대표, 김재연 진보당 대표, 김병기 더불어민주당 원내대표, 천하람 개혁신당 원내대표가 참석한다. 권노갑 김대중재단 이사장, 김동연 경기도 지사, 이종찬 광복회장, 김원기・임채정・문희상・정세균 前국회의장, 김석수・김부겸 前국무총리, 한광옥 前대통령비서실장, 노재헌・김현철・노건호씨 등 전직대통령 자제도 참석할 예정이다.
