이번 법안은 최혁진 의원 외 강준현 , 문진석 , 박민규 , 박상혁 , 박정현 , 서미화 , 양문석 , 어기구 , 위성곤 , 이성윤 , 전종덕 , 진선미 , 최민희 , 허성무 의원이 공동 발의했다.
