부천시, ‘지방정부 성과관리 수준평가’ 최우수기관 선정

(브레이크뉴스인천 박상도 기자) 부천시가 28일, (사)한국평가감사연구원이 주관한 ‘2025년 지방정부 성과관리(자체평가) 수준평가’에서 기초단체 부문 최우수기관으로 선정됐다고 밝혔다. 

부천시에 따르면, 이번 평가는 전국 지방자치단체를 대상으로 성과관리 방법과 절차, 성과정보 활용, 조직 문화 등 8개 항목 19개 지표를 기준으로 성과관리 수준을 진단하고, 우수 사례를 발굴해 확산하기 위해 시행됐다.

부천시는 성과지표 수립 단계부터 부서 간 협의를 기반으로 ‘지표개발 워크숍’을 운영하고, 두 차례의 수정·보완 과정을 거쳐 지표를 확정하는 등 지표 품질 향상에 주력해 왔다. 

또한, 성과관리시스템을 고도화하고, 교육과 훈련을 적극 시행하는 등 체계적이고 지속적인 개선 노력이 높은 평가를 받았다.

이러한 노력에 힘입어 부천시는 2022년 행정안전부가 주관한 ‘지방자치단체 성과관리 운영 모범사례(50만 이상 시)’에 선정돼 대외적으로도 우수성을 인정받았다.

아울러 성과관리 선도 모델로서의 위상이 높아지면서, 제도 도입 이후 현재까지 총 172개 기관이 벤치마킹을 위해 부천시를 방문하는 등 전국 지방정부의 대표 사례로 꼽히고 있다.

조용익 부천시장은 “이번 성과는 전 부서가 함께 성과관리 내실화를 위한 지속적인 노력이 만든 결과”라며 “앞으로도 시민이 변화를 체감할 수 있는 실질적인 성과를 만들고, 책임 있는 행정을 통해 정책의 실효성을 높여 가겠다”고 말했다.
