영해면 일대는 집중호우 시 침수가 잦은 지역으로, 2021년 환경부로부터 ‘하수도정비 중점관리지역’으로 지정됐다. 이후 2023년에는 하수도정비대책이 수립되면서 국비 125억 원을 포함한 총 209억 원 규모의 ‘영해배수분구(송천2) 도시침수 예방사업’이 본격 추진되고 있었다.
영덕군 물관리사업소는 사업의 실효성을 높이기 위해 환경부와의 재원 협의 과정에서 국비 31억 원을 추가 확보, 총사업비를 55억 원 이상 증액한 264억 원으로 확대했다. 이번 사업에는 빗물받이 정비 178개소, 우수관로 신설 및 교체 6.5㎞ 등이 포함돼 있으며, 영해면 중점관리지역 1.46㎢의 침수 피해 예방을 목표로 한다.
군은 한국환경공단과 위수탁 업무를 체결하고 올해 10월 착공, 2028년 최종 준공을 목표로 사업을 진행할 계획이다.
김광열 영덕군수는 “영해면 침수예방사업은 올해 말 착공을 앞두고 있다”며 “군민의 재산과 생명을 지킬 수 있도록 사업을 차질 없이 추진해 나가겠다”고 말했다.

To enhance the effectiveness of the project, the Yeongdeok County Water Management Office secured an additional KRW 3.1 billion in national funding during financial consultations with the Ministry of Environment, increasing the total project budget by over KRW 5.5 billion to KRW 26.4 billion. This project includes the repair of 178 rainwater drains and the construction and replacement of 6.5km of new stormwater pipes. It aims to prevent flooding in 1.46㎢ of key management areas in Yeonghae-myeon.
The county has signed a consignment contract with the Korea Environment Corporation and plans to begin construction in October of this year, with a target completion date of 2028.
Yeongdeok County Mayor Kim Gwang-yeol stated, "The Yeonghae-myeon flood prevention project is scheduled to begin construction by the end of this year. We will proceed with the project without a hitch to protect the lives and property of our residents."
