안양시의회 최병일 의원(더불어민주당, 안양사)이 지난 9월 2일 안양시의회 소회의실에서 ‘유휴공간 활용 방안 모색 정책토론회’를 개최해 전문가·시민·관계 공무원 등 40여 명과 함께 안양시 유휴공간 활용의 새로운 가능성을 논의했다.
이번 토론회는 방치된 공간을 단순히 시설로 전환하는 차원을 넘어, 기획부터 운영까지 주민이 주체로 참여하는 ‘시민주도형 유휴공간 모델’을 제안하는 자리였다.
김재정 건축사는 발제에서 “찜질방이 미술관으로, 은행 지점이 청년 문화공간으로 변신한 국내외 성공사례처럼, 유휴공간은 다목적으로 활용할 수 있는 유연한 설계와 주민 요구 반영이 핵심”이라고 강조했다.
이어진 토론에서 김유철 안양YMCA 사무총장은 “이제는 무엇을 만들 것인가가 아니라 누가 만들고 운영할 것인가로 질문을 전환해야 한다”며, 일회성 공청회를 넘어서는 상시적 주민 참여 플랫폼(워크숍, 리빙랩 등)과 주민협의체·사회적 협동조합을 통한 지속 가능한 운영 모델을 제안했다.

토론회에 참석한 시민들도 질의응답을 통해 놀이체험센터, 환경 교육 공간 등 다양한 아이디어를 제시했다.
