이번 조례는 학생들이 수상 위기 상황에서 스스로 생명을 지킬 수 있는 능력을 키우고, 물놀이 사고를 예방하기 위한 체계적 지원 근거를 마련하는 것이 목적이다.
특히 올해 1월 달성군에서 발생한 안타까운 사고를 계기로, 실질적 대응 능력 향상에 초점을 맞췄다.
조례안에는 △생존수영교육 지원계획 연간 수립·시행 △수영장 시설 및 운영 실태조사 근거 마련 △교육 안전조치 의무화 △교원 및 지도자 연수 강화 △지자체·전문기관과 협력체계 구축 △전문기관 위탁 운영 및 경비 지원 근거 등이 포함됐다.
이 의원은 “조례 제정을 통해 학생들이 수상 위기 상황에서 스스로 대응할 역량을 키우고, 교육 인프라 확충으로 초등학교를 넘어 중·고등학교까지 교육 범위를 단계적으로 확대할 계획”이라고 말했다.

The "Daegu Metropolitan Office of Education Student Survival Swimming Education Support Ordinance," sponsored by Daegu City Council Member Lee Jae-hwa (Seo-gu 2), passed the Education Committee's review on the 20th and is now awaiting a plenary session vote.
The ordinance aims to foster students' ability to protect themselves in water-related emergencies and establish a foundation for systematic support to prevent water-related accidents.

The ordinance includes: 1) the establishment and implementation of an annual survival swimming education support plan; 2) the establishment of a basis for conducting a survey of swimming pool facilities and operations; 3) mandatory educational safety measures; 4) strengthening teacher and instructor training; 5) establishing a cooperative system with local governments and specialized organizations; and 6) the establishment of a basis for outsourcing operation and financial support to specialized organizations.
The lawmaker said, “Through the enactment of this ordinance, we plan to foster students’ ability to respond independently in emergencies and gradually expand the scope of education beyond elementary schools to middle and high schools by expanding educational infrastructure.”
