대한민국 외교부 재외공관의 근무 태만과 도덕적 해이는 비단 어제 오늘만의 문제가 아니다. 군부독재 시대에 비해 사정이 나아진 측면은 있으나, 여전히 국민적 기대에 크게 못미친다. 이는 최근 한국사회 전체를 공분케 하는 캄보디아 내 한국인 납치·감금 사태를 통해 더욱 극명하게 드러난다.
지난 5월 19일 유엔 특별보고관 3인은 공동 성명을 통해 “캄보디아 등의 상황은 인도주의적·인권적 위기 수준에 도달했다”며 “국제사회가 피해자 보호와 재발 방지를 위한 긴급한 공동 대응에 나서야 한다”고 촉구했다. 아울러 "문제 해결을 위한 논의 내용을 한국에도 공식 공유했다"고 밝힌 바 있다.
그런 가운데 올해 들어서만 8월 기준 330건의 한국인 실종 신고가 주캄보디아 한국대사관에 접수됐다. 현재까지 캄보디아 내 중국계 범죄단에 의해 구금된 한국인이 최소 1천명에서 최대 1만명 가량일 것으로 추산된다. 여성들 가운데는 성노예 생활을 하며 비극적인 상황에 처한 경우도 있는 것으로 전해진다.
외교 당국의 직무유기 정도를 짐작할 수 있게 한다. 지난해 11월 주캄보디아 한국대사관은 120억 원대 로맨스 스캠 조직 총책으로 적색 수배 대상에 올라 있는 한국인이 여권 연장을 위해 대사관을 방문했으나 그대로 풀어줬다. 현지 경찰에 신고하는 것은 '모양새가 좋지 않고 부담스럽다'는 이유였다.
올 5월 중순 무렵에는, 한국인 50대 남성이 주캄보디아 한국대사관을 찾아 귀국 지원을 호소했으나 도움을 받지 못했다. 결국 그는 한 달 후 캄보디아에서 의문의 죽음을 당했다. 외교 당국이 실태를 파악하고서도 사실상 방치한 셈이다. 더욱이 장기적출 범죄까지 발생하고 있는 것으로 알려진다.
캄보디아에서 납치 당할 뻔한 위기 상황의 명백한 증거가 있는데도 현지 한국대사관이 움직일 생각을 하지 않는다. 그러다보니 피해자가 중국 범죄단에 속한 한국인 모집책 신상을 수소문 끝에 알아낸 후 그를 잡기 위해 직접 나서기도 한다. 또는 사설 브로커나 현지 지인을 통해 간신히 구조되기도 한다.
예고된 범죄였음을 가늠할 수 있는 지점이다. 국제 기구의 심각한 경고를 무시하고, 자국민 호소조차 외면했다. 끔찍한 피해가 연신 벌어지는데도 모르쇠로 일관했다. 신속하고 효율적인 대응을 위한 시스템 개선도 없었다. 초대형 재앙 사태가 걷잡기 어렵게 확대된 후에야 대책회의 운운하며 부산을 떤다.
결국 이재명 정권의 무능과 태만을 질타하지 않을 수 없다. 아울러 더불어민주당 소속 김병주 의원의 구출쇼 연출도 가관이다. 그는 현지 경찰과 함께 한국인 세 명을 '구출'했다고 대대적인 홍보에 나섰다. 이에 현지 교민은 "온몸이 문신으로 도배된 그는 피해자가 아니다"고 지적했다. 즉 체포된 가해자였던 것이다.
이제 피해자들에 대한 시급한 구조는 물론이고 사태에 대해서도 되짚어봐야 한다. 조현 외교부장관 및 이재명 대통령에게 어느 시점에서 보고가 되었는지 여부다. 그간 숱한 실종신고를 비롯한 피해자들 구조 요청이 빗발쳤는데도, 무슨 이유 때문에 방치됐는지에 대한 강도 높은 국정조사가 요구된다.
경찰과의 공조 체계 등 시스템도 대폭 개선돼야 할 사안이다. 유사 사례가 다른 나라에서도 반복될 수 있는 위험성이 높은만큼, 초기에 대응할 수 있는 방안 마련이 절실하다. 아울러 해외 공관원들의 근무 기강도 확립돼야 할 문제다. 국가의 재앙적 수치 앞에, 국민적 자존감도 무너져내린다. 이재명 정권의 대오각성을 촉구한다.

Last November, the Korean Embassy in Cambodia released a Korean national on a red notice for allegedly leading a 12 billion won romance scam ring when he visited the embassy to extend his passport. The embassy stated that reporting him to local police was "unsightly and burdensome."
Around mid-May of this year, a Korean man in his 50s visited the embassy in Cambodia to appeal for assistance in returning home, but received no assistance. He died mysteriously in Cambodia a month later. Despite being aware of the situation, diplomatic authorities effectively ignored it. Furthermore, organ harvesting crimes are reportedly occurring.
Despite clear evidence of near-death kidnappings in Cambodia, the local Korean embassy remains inactive. Only after the massive disaster escalated beyond control did they begin to make a fuss about holding a countermeasure meeting.
Ultimately, we cannot help but condemn the Lee Jae-myung administration for its incompetence and negligence. Furthermore, the rescue show staged by Democratic Party lawmaker Kim Byung-joo is a spectacle. He, along with local police, launched a massive publicity campaign claiming to have "rescued" three Koreans. A Korean resident in the area pointed out, "He's covered in tattoos, not a victim." In other words, he was the perpetrator who was arrested.
Now, we must not only urgently rescue the victims, but also reexamine the situation itself. We must also consider when this was reported to Foreign Minister Cho Hyun and President Lee Jae-myung. Despite the numerous missing persons reports and requests for rescue from victims, a thorough parliamentary investigation is required to determine why these cases were neglected.
Systems, including cooperation with the police, also require significant improvement. Given the high risk of similar incidents recurring in other countries, early response measures are urgently needed. Furthermore, work discipline for overseas diplomatic missions must be established. In the face of this catastrophic national shame, national pride is crumbling. We urge the Lee Jae-myung administration to awaken to its true colors.
