이번 포럼은 반려인뿐 아니라 비반려인도 편안하게 관광을 즐길 수 있는 ‘포용 관광 환경’ 구축을 목표로 마련됐다.
최근 반려동물과 함께하는 여행 수요가 급증하면서 지방자치단체와 관광 업계는 새로운 관광 정책과 서비스가 필요하다는 목소리가 커지고 있다. 포럼에서는 단순한 반려동물 편의 제공을 넘어, 시민·관광객 모두의 안전과 편안함을 고려한 균형 잡힌 정책, 상호 존중 문화를 기반으로 한 경주의 포용관광도시 발전 방향이 제시됐다.
관광업계 관계자와 반려동물 관련 사업자, 지자체 관계자, 대학생, 시민 등이 참석한 가운데 진행된 포럼은 2개 세션으로 나뉘어 다양한 주제가 논의됐다.
1부에서는 ▲경주시 반려동물 친화 관광도시 사업 소개 ▲반려동물 동반 여행 발전 방향(장란수 ㈜미래관광전략연구소 소장) ▲반려동물 동반 여행시장 성장과 미래(이태규 펫츠코트래블 대표)가 발표됐다. 발표자들은 반려동물 여행 인프라 확충과 동시에 비반려인도 불편함을 느끼지 않도록 하는 환경 설계의 중요성을 강조하며, 지역의 포용적 관광정책 필요성을 언급했다.
2부에서는 동국대 WISE캠퍼스 호텔관광경영학 전공 학생들이 반려동물 여행 아카데미 과정에서 개발한 여행상품을 소개했다. 이어 나효우 (사)지속가능한 지역관광콘텐츠협회 회장, 박종구 동국대 WISE캠퍼스 교수, 유창근 위덕대 교수, 손정규 키녹호텔 부총지배인이 참여한 전문가 패널토론이 진행돼 반려인·비반려인 모두가 만족할 수 있는 관광 서비스 기준과 지속가능한 지역 관광 모델이 논의됐다.
포럼 이후에는 경주 지역 내 반려동물 친화 관광지를 직접 둘러보는 팸투어와 네트워킹 프로그램이 이어져 실질적 협력 방안이 모색됐다.
김남현 MICE관광산업연구소장은 “포스트 APEC 시대에 경주가 지속가능한 글로벌 관광도시로 도약하기 위해서는 반려인뿐 아니라 비반려 시민과 관광객 모두가 존중받는 포용 관광이 핵심”이라며 “이번 포럼이 그 출발점이 되길 바란다”고 말했다.
이번 행사는 경주시가 주최하고 동국대 WISE캠퍼스 MICE관광산업연구소가 주관했으며, (사)지속가능한 지역관광콘텐츠협회가 후원했다.

Dongguk University WISE Campus Hosts 'Inclusive Tourism Forum' to Address the Era of Pet-Friendly Travel
The Dongguk University WISE Campus MICE Tourism Industry Research Institute held the 'Gyeongju Pet-Friendly Inclusive Tourism Forum' at the Gyeongju Kyowon Dream Center on the 14th to discuss ways to improve the local tourism environment in response to the increasing number of pet-friendly travelers.
The forum aimed to create an 'inclusive tourism environment' where both pet owners and non-pet owners can comfortably enjoy tourism.
With the recent surge in demand for pet-friendly travel, local governments and the tourism industry are increasingly demanding new tourism policies and services. The forum presented a direction for the development of Gyeongju as an inclusive tourism city, one that goes beyond simply providing pet amenities and considers the safety and comfort of both residents and tourists, and builds on a culture of mutual respect.
The forum, attended by tourism industry representatives, pet-related businesses, local government officials, university students, and citizens, was divided into two sessions and discussed a variety of topics.
Part 1 featured presentations on ▲ Gyeongju City's Pet-Friendly Tourism City Project ▲ Development Directions for Pet-Friendly Travel (Jang Ran-soo, Director of Future Tourism Strategy Research Institute) ▲ Growth and Future of the Pet-Friendly Travel Market (Lee Tae-gyu, CEO of Petsco Travel). Presenters emphasized the importance of expanding pet travel infrastructure while simultaneously designing an environment that ensures comfort for non-pet owners, highlighting the need for inclusive tourism policies in the region.
Part 2 featured travel products developed by students majoring in Hotel and Tourism Management at Dongguk University's WISE Campus through their Pet Travel Academy program. This was followed by a panel discussion with experts including Na Hyo-woo, President of the Sustainable Regional Tourism Content Association; Park Jong-gu, Professor at Dongguk University's WISE Campus; Yoo Chang-geun, Professor at Wideok University; and Son Jeong-gyu, Vice General Manager of Kinok Hotel. The discussion focused on tourism service standards that satisfy both pet owners and non-pet owners, as well as sustainable regional tourism models.
The forum was followed by a familiarization tour of pet-friendly tourist destinations in the Gyeongju area and a networking program to explore practical cooperation opportunities.
Kim Nam-hyun, Director of the MICE Tourism Industry Research Institute, said, "For Gyeongju to leap forward as a sustainable global tourism city in the post-APEC era, inclusive tourism that respects not only pet owners but also non-pet owners, citizens, and tourists is key. I hope this forum will serve as a starting point for that."
The event was hosted by Gyeongju City, organized by the Dongguk University WISE Campus MICE Tourism Industry Research Institute, and sponsored by the Sustainable Regional Tourism Content Association.
