【브레이크뉴스 대구】진예솔 기자=전국시도교육감협의회(회장 강은희 대구시교육감)가 지난 19일 울산전시컨벤션센터에서 ‘지방교육자치를 말하다’ 콘퍼런스를 열고, 지방교육자치의 지속가능한 발전방향을 모색했다.
이번 행사는 ‘2025 대한민국 지방시대 엑스포’의 부대행사로 마련됐다.
이날 콘퍼런스에는 전국 시·도교육청과 지방자치단체 관계자 등 80여 명이 참석해, 70여 년에 걸친 지방교육자치의 흐름을 돌아보고 빠르게 변화하는 교육환경 속에서 지역교육의 발전전략에 대해 머리를 맞댔다.
개회사를 맡은 강은희 회장은 “교육자치는 아이 한 명 한 명의 성장을 가장 우선에 둬야 한다”며 “이번 논의를 통해 교육자치의 현재를 짚어보고, 앞으로 나아갈 길을 찾는 계기가 되길 바란다”고 밝혔다.
축사에 나선 천창수 울산시교육감은 폐교·통폐합, AI 기반 교육과정 변화 등 현실적인 교육현장의 문제들을 언급하며 “교육자치는 스스로 문제를 해결할 지혜와 역량을 갖췄다”고 강조했다.
1부 주제발표에서는 교육자치의 본질과 재정의 지속가능성 문제를 다뤘다. 박수정 충남대 교수는 학령인구 감소와 주민 참여 확대 등 변화 속에서 교육자치가 직면한 환경을 짚고, 중앙정부 및 지방자치단체와의 협력 강화, 미래지향적 교육재정 확보 방안 등을 제안했다.
나민주 충북대 교수는 교육재정을 ‘미래를 위한 투자’로 인식할 필요가 있다고 강조하며 “최악의 경우 앞으로 10년 동안 74조 원 이상의 재정이 부족할 수 있다”고 진단했다.
이어진 2부에서는 광주, 고양, 강원, 진천 등 4개 교육청이 각 지역의 협력 모델 사례를 발표했다. 광주교육청은 지역 대학과 기업이 함께 추진하는 AI 교육 플랫폼을 소개했고, 고양교육지원청은 직업계고를 창업·미디어·관광 등 특정 분야로 육성하는 모델을 선보였다.
강원특별자치도교육청은 지역 정착까지 연계하는 ‘강원교육생태계’ 사례를, 진천교육지원청은 혁신도시 인프라와 공공기관을 활용한 교육·돌봄 연계 사업을 공유했다.
한편, 현안 발표에 나선 전제상 공주대 교수는 최근 시행되고 있는 교권보호 5법의 효과를 분석했다.
전 교수는 “교원의 심리적 안정감에는 어느 정도 기여했지만, 아동학대 신고제도 등에서는 실효성이 부족하다”고 평가하며, 신고제도의 개선과 교원 권리 강화를 위한 연수 확대를 제안했다.
이번 콘퍼런스는 지방교육자치의 성과와 과제를 공유하고, 앞으로의 정책 방향을 논의하는 자리로 마무리됐다.

She proposed strengthening cooperation with the central and local governments and securing future-oriented education finances.
Professor Na Min-ju of Chungbuk National University emphasized the need to view education finance as an "investment for the future," stating, "In a worst-case scenario, we could face a financial shortfall of over 74 trillion won over the next 10 years."
In the second part, four offices of education—Gwangju, Goyang, Gangwon, and Jincheon—presented examples of cooperation models in their respective regions. The Gwangju Office of Education introduced an AI education platform jointly developed by local universities and businesses, while the Goyang Office of Education presented a model for fostering vocational high schools in specific fields such as entrepreneurship, media, and tourism.
The Gangwon Special Self-Governing Provincial Office of Education shared the case of the "Gangwon Education Ecosystem," which links local settlements, while the Jincheon Office of Education shared a project linking education and care using innovative city infrastructure and public institutions.
Meanwhile, Professor Jeon Je-sang of Kongju National University presented a current issue and analyzed the effectiveness of the five laws on teacher rights protection recently implemented.
Professor Jeon stated, "While they have contributed to the psychological stability of teachers to some extent, the effectiveness of systems for reporting child abuse cases is lacking." He proposed improving the reporting system and expanding training to strengthen teacher rights.
The conference concluded with a forum for sharing the achievements and challenges of local educational autonomy and discussing future policy directions.
