【브레이크뉴스 대구】진예솔 기자=대한민국시장·군수·구청장협의회(대표회장 조재구 대구 남구청장)는 지난 19일 울산 울주군 울산전시컨벤션센터에서 ‘지방시대 엑스포 컨퍼런스: 지방소멸 대응을 위한 도시-농촌 상생협력 정책토론회’를 열고 인구감소 시대에 대응한 협력 모델을 논의했다.
이번 토론회는 지방자치 30주년을 맞아 저출생·고령화, 수도권 집중 심화에 따른 지역 소멸 위험을 재점검하고 도시-농촌 간 상생협력 체계를 제도화하기 위한 방안을 모색하는 데 초점이 맞춰졌다.
국토연구원은 지방소멸 현황과 정책 대안을, 수원시는 수원·봉화 간 생활 인프라 협력 사례를 각각 소개했다. 이어 지역활성화센터가 도시-농촌 상생협력 제도화 방안을 제시했다.
패널토론에서는 행정안전부, 국토연구원, 문화관광연구원, 지방자치학계 등이 참여해 상생협력의 법적 기반 마련과 정책 확산 전략을 논의했다.
협의회는 도시-농촌 상생협력 촉진법 제정, 상생협력기금 조성 등 재정지원 체계 구축을 정부에 건의했다.
한편 협의회는 같은 기간 운영된 ‘기초지방정부 전시관’에서 지방분권 확대와 기초지자체 정책 성과를 소개했다.
조재구 대표회장은 “지역 간 불균형이 심화되는 상황에서 도시-농촌 협력 모델의 정착이 필요하다”며 “중앙정부와의 연계를 강화해 균형성장 실현을 추진하겠다”고 말했다.
이번 행사는 지방시대위원회와 행정안전부, 울산광역시 등이 공동 주최한 ‘2025 대한민국 지방시대 엑스포’ 부대행사로 진행됐다.

The Regional Revitalization Center then presented measures to institutionalize urban-rural mutually beneficial cooperation.
The panel discussion, attended by representatives from the Ministry of the Interior and Safety, the Korea Research Institute for Human Settlements, the Korea Culture and Tourism Institute, and local government academia, discussed establishing a legal foundation for mutually beneficial cooperation and strategies for policy expansion.
The council proposed to the government the establishment of a financial support system, including the enactment of the Urban-Rural Mutual Cooperation Promotion Act and the creation of a Mutual Cooperation Fund.
Meanwhile, the council presented the expansion of local decentralization and the achievements of local government policies at the "Basic Local Government Exhibition Hall," which was also held during the same period.
Chairman Cho Jae-gu stated, "In a situation where regional imbalances are deepening, it is necessary to establish a model of urban-rural cooperation. We will strengthen ties with the central government to achieve balanced growth."
This event was held as a side event of the "2025 Korea Local Government Expo," co-hosted by the Local Government Era Committee, the Ministry of the Interior and Safety, and Ulsan Metropolitan City.
