【브레이크뉴스 포항】박영재 기자=포항시가 25일 국회의원회관 제1세미나실에서 ‘포항 영일만항 북극항로 특화전략 포럼’을 열고 북극항로 대응 전략과 영일만항 특화 발전 방향을 논의했다고 밝혔다. 이번 포럼은 세계 해양 물류 시스템이 대전환기를 맞은 가운데 마련됐으며, 김정재·정희용·이상휘 국회의원과 포항시, 경상북도가 공동 주최했다.
특히 정부의 북극항로 추진 정책이 속도를 내는 상황에서 영일만항이 북극항로의 핵심 거점으로 도약하기 위한 실질적 전략을 모색하는 전문가 논의가 폭넓게 진행됐다. 동북아시아지방정부연합, 포항영일신항만(주), 포스코플로우, 한국해양진흥공사, 선박해양플랜트연구소, 한국해양수산개발원, 에너지경제연구원, 유라시아21, 포스텍 등 산·학·연·관 관계자들이 참석해 포항의 산업 기반을 활용한 정책 방향을 제시했다.
기조연설에서 홍현익 전 국립외교원장은 ‘북극항로의 기회와 도전, 그리고 한·러 관계’를 주제로 발표하며 북극항로의 외교·안보적 중요성을 강조했다. 그는 포스텍 중심의 첨단 연구 인프라를 기반으로 포항에 ‘북극 해운정보센터’를 설립할 것을 제안했다.
이어진 주제 발표에서는 북극항로 시대를 대비한 영일만항 경쟁력 강화 방안이 제시됐다.
김학소 전 한국해양수산개발원장(청운대 글로벌물류무역연구소장)은 북극 연안국과의 전략적 파트너십 구축, 항만·내륙 연계 물류망 확충, 영일만횡단대교 등 연계 인프라 강화의 필요성을 강조했다.
정영두 한국해양진흥공사 북극항로종합지원센터장은 북극항로 상업화를 위한 국가 지원 체계와 영일만항 참여 가능성을 설명했다.
패널토론에서는 영일만항이 북극항로 전진 기지로 기능하기 위한 요건과 지역 산업과의 연계 전략을 놓고 논의가 이뤄졌다. 참석자들은 북극항로 시장이 빠르게 확대되는 상황에서 영일만항의 선제적 대응이 필요하다는 데 뜻을 모았다.
이강덕 포항시장은 “포항의 강력한 산업 기반을 바탕으로 영일만항이 북극항로 시대를 선도하기 위한 전략이 구체화된 자리였다”며 “전문가 의견을 토대로 정부 정책과 연계한 실질적 추진 전략을 마련하겠다”고 말했다.
포항시는 전국 지자체 중 처음으로 ‘북극항로 활성화 위원회 운영 및 지원 조례’를 제정해 정책 추진을 제도적으로 뒷받침한 상태다. 또한 ‘포항 영일만항 특화전략 용역’을 내년 하반기까지 마무리할 계획이며, 영일만항의 전략적 위상 강화와 국제 물류 경쟁력 확보를 위한 기반을 지속적으로 마련해 나갈 방침이다.

Hong Hyun-ik, former President of the Korea National Diplomatic Academy, delivered the keynote address on "Opportunities and Challenges of the Northern Sea Route and Korea-Russia Relations." He explained the importance of the Northern Sea Route from a diplomatic and security perspective and proposed establishing an "Arctic Shipping Information Center" in Pohang, leveraging the city's advanced R&D infrastructure, centered around POSTECH.
The following presentation presented practical measures to strengthen the competitiveness of Yeongil Bay Port in the era of the Northern Sea Route.
Kim Hak-so, former President of the Korea Maritime Institute and Director of the Global Logistics and Trade Research Institute at Cheongwoon University,
emphasized the importance of establishing strategic partnerships with Arctic coastal countries, expanding the port-inland rail and air logistics network, and strengthening interconnected infrastructure such as the Yeongil Bay Transverse Bridge in his presentation, "Korea's Arctic Ocean and Northern Sea Route Entry Strategy and Policy Direction."
Jeong Yeong-doo, Director of the Arctic Sea Route Comprehensive Support Center at the Korea Ocean Business Corporation, explained the national support system for commercializing the Arctic Sea Route and the potential participation of Yeongil Bay Port through the "Comprehensive Support Plan for Haejin Air's Arctic Commercial Route Development."
The panel discussion discussed the conditions necessary for Pohang's Yeongil Bay Port to function as an optimal forward base for the Arctic Sea Route and ways to connect it with local industries. Participants agreed that Yeongil Bay Port needs to proactively respond to the rapidly expanding Arctic Sea Route market.
Pohang Mayor Lee Kang-deok stated, "This forum was an opportunity to concretize the strategic direction for Yeongilman Port to leap forward as a specialized port leading the Arctic shipping route era, building on Pohang's strong industrial foundation." He added, "Based on expert opinions, we will establish a practical business implementation strategy aligned with government direction."
Meanwhile, Pohang City became the first local government in Korea to enact the "Ordinance on the Operation and Support of the Arctic Shipping Route Activation Committee," institutionally supporting the implementation of Arctic shipping route policies. Furthermore, the "Pohang Yeongilman Port Specialization Strategy Development and Implementation Service" is currently underway, with a target completion date of the second half of next year. The city plans to continuously build a foundation to strengthen Yeongilman Port's strategic position and secure its international logistics competitiveness.
