최근 미국과 중국의 안보문서에서 약속이라도 한듯 한반도비핵화가 처음으로 빠졌다. 북핵폐기는 동북아안보에서 가장 중대한 이슈였다. 무슨 의미일까? 중국은 그렇다 하고, 미국은 우리의 동맹이다. 미국이 북핵(北核) 폐기라는 목표를 포기하려면, 사전에 우리와 긴밀하게 협의하는 것이 도리다. 그렇게 했는가? 벌써부터 미국 조야에서는 북핵을 둘러싸고 북한과의 군축협상 이야기가 나온다고 한다. 미국과 중국이라는 강대국이 북핵을 기정사실화하는 정책전환에 돌입했다는 의심을 지울 수 없다.
한국의 안보는 중대한 기로에 섰다. 안보에 요행은 없다. 만에 하나라도 허점이 있다면, 이를 틀어박아야 한다.
김대중 전 대통령은 북한이 핵을 개발할 의지도 능력도 없다고 장담했다. 노무현 전 대통령은 북한이 핵을 개발하는 것도 일리(一理)가 있다며 옹호했다. 문재인 전 대통령은 북한이 분명 핵을 포기할 의사를 갖고 있다며 선제적으로 제재를 풀자고 거짓말을 했다. 이제 북한은 국제사회에서 엄연한 핵보유국이 되고 있다. 김정은은 핵을 손에 들고 대한민국에 대해 온갖 험악한 협박을 계속하고 있다. 이재명은 이 위기 국면에서 무슨 말을 할까?
북한은 2003년 핵확산금지조약(NPT)을 탈퇴하고 핵을 개발했다. 불법이었다. 그리고 그렇게 개발한 핵으로 우리를 위협하고 있다. 우리 안보는 미증유의 비상사태에 직면했다. NPT 제10조 1항에는 정당하게 조약을 탈퇴할 예외가 규정되어 있다. 바로 지금 대한민국처럼 적대적인 북한이 핵으로 주권을 위협하는 비상사태가 발생했을 때에는 탈퇴가 가능하다.
우리는 동맹 미국을 설득하고 세계에 호소해야 한다. 북핵을 실질적으로 견제하여 공포의 균형을 이루고, 평화를 담보할 수 있는 확고한 전략을 추구해야 한다. 다른 방도는 모두 임시방편에 지나지 않을 것이다. 1970년대, 미국은 동맹 월남을 버리고 아시아 여러 나라들이 도미노처럼 공산화되었다. 박정희 전 대통령은 핵만이 우리의 주권을 지킬 수 있다는 신념으로 핵개발에 착수했지만 좌절되었다. 그런데 지금 우리는 거꾸로 북의 핵위협에 직면하고 있다. 이 위협을 분쇄하는 길은 정해져 있다. 지도자의 결단, 국민의 단결된 의지가 필요할 뿐이다.

We cannot place any expectations on a regime that cannot secure the trust of its allies or the unified support of its people. A cowardly regime that begs for dialogue with the North Korean regime and bows to its backer, China, cannot make bold and terrifying decisions. Ultimately, our sovereign people must make the decision.
