세종시가 디지털 채널을 활용해 한글의 세계화를 적극 추진한 공로로 외교부 ‘2025년도 공공외교 우수사례’ 지방자치단체 부문 최우수상을 수상했다.
이 사업은 적은 예산으로 해외 시민들이 일상 속에서 한글과 한국어를 접할 수 있도록 공공외교에 디지털을 효과적으로 접목한 점이 높게 평가받았다.
세종시는 SNS 등 디지털 플랫폼을 통해 해외 한글 학습 참여자를 모집하고, 현지 학생과 세종시 직원 간 전화 한국어 수업을 연결하는 프로그램을 올해 3월부터 운영해왔다.
이 프로그램에는 크로아티아 스플리트시 학생 27명을 비롯해 영국 벨파스트, 스페인 등 총 34명이 참여했다.
특히 세종시는 이번 사업을 계기로 스플리트시와 한국어 교육 진흥 및 경제 분야 협력 업무협약도 체결하며, 온라인 학습이 실제 문화 교류로 이어지는 선순환 모델을 구축했다.
내년에는 스플리트시 청소년들을 세종시로 초청해 한글과 한국 문화 체험 프로그램을 운영하는 등 디지털과 현장 경험을 연계한 공공외교를 더욱 확대할 계획이다.
최민호 세종시장은 “한글문화도시 세종시가 이러한 디지털 공공외교 모델로 인정받게 돼 뜻깊다”면서 “앞으로도 한글을 매개로 한 국제 교류를 통해 세종시를 글로벌 공공외교 중심지로 키워나가겠다”고 밝혔다.
앞서 세종시는 2023년 불가리아 키릴문자와 한글의 공통성을 주제로 한 ‘숨겨진 글자 전시회’ 개최로도 공공외교 지방자치단체 협업 부문 우수사례로 선정된 바 있다.

Sejong City Wins Grand Prize for Actively Promoting Hangul Globalization
Sejong City received the Grand Prize in the Local Government category of the Ministry of Foreign Affairs' "2025 Public Diplomacy Best Practices" for its active promotion of Hangul globalization through digital channels.
This project was highly praised for effectively incorporating digital technologies into public diplomacy, allowing overseas citizens to experience Hangul and the Korean language in their daily lives on a small budget.
Since March of this year, Sejong City has been recruiting participants for Hangul learning abroad through digital platforms such as social media and connecting local students with Sejong City staff through phone Korean language classes.
A total of 34 people participated in this program, including 27 students from Split, Croatia, Belfast, England, and Spain.
Notably, this project led to the signing of a Memorandum of Understanding (MOU) with the City of Split to promote Korean language education and economic cooperation, establishing a virtuous cycle where online learning leads to real-world cultural exchange.
Next year, we plan to further expand public diplomacy that combines digital and hands-on experiences, including inviting youth from Split to Sejong City to experience Hangul and Korean culture.
Sejong Mayor Choi Min-ho stated, "It is meaningful that Sejong City, the City of Hangul Culture, has been recognized as a model for digital public diplomacy. We will continue to foster Sejong City as a global hub for public diplomacy through international exchanges mediated by Hangul."
Sejong City was previously recognized as an exemplary case of public diplomacy collaboration among local governments for hosting the "Hidden Letters Exhibition" in 2023, which explored the similarities between the Bulgarian Cyrillic alphabet and Hangul.
