[브레이크뉴스=배종태 기자] 부산시는 ‘노후계획도시정비 기본계획(안)’에 따라 화명·금곡, 해운대1·2지구를 1단계 특별정비예정구역으로 지정하고, 총 7,318세대를 선도지구로 선정했다고 밝혔다.
시는 지난 10월 13일부터 17일까지 14개 구역의 공모를 접수해 평가위원회 심의를 거쳤으며, 그 결과 ▲화명·금곡지구 12구역(2,624세대) ▲해운대1·2지구 2구역(4,694세대)을 최종 확정했다. 해당 구역은 화명·금곡의 코오롱하늘채 1·2차, 해운대의 두산1차·LG·대림1차 아파트 등이다.
사업 추진체계 구축
시는 이번 선도지구 지정을 노후계획도시 정비사업의 본격적인 출발점으로 보고, 초기 단계부터 속도감 있게 추진하기 위한 전담 지원체계를 즉시 가동할 계획이다. 이를 위해 ▲특별정비계획 수립 신속 착수 ▲전문가 자문위원회 구성 등 행정적 지원을 강화하고, 주민 동의서 징구 등 초기 절차에 필요한 비용 부담을 덜기 위한 재정 지원도 검토하고 있다.
원스톱 행정 지원
부산시는 국토교통부와 협의해 내년 상반기 중 ‘부산미래도시지원센터’를 설치하고, 정비사업 안내부터 계획 수립까지 원스톱 행정 서비스를 제공할 예정이다.
주민 참여와 제도 개선
시는 사업의 안정적 추진과 주민 체감도 향상을 위해 절차 간소화, 자문(컨설팅) 확대 등 다각적 지원책을 마련 중이다. 또한 주민 의견수렴 등 공론화 과정을 통해 구역별 단계별 계획을 제시하고, 초기 혼선을 줄이기 위한 상시 자문체계와 신속한 정보 제공 시스템을 구축한다.
아울러 사업 속도와 효율성을 높이기 위해 관련 제도 개선사항을 국토교통부에 지속 건의하고, 필요한 제도 변화가 신속히 반영될 수 있도록 적극 대응할 계획이다.

시는 이달 말 도시계획위원회 심의를 거쳐 ‘1단계(화명·금곡, 해운대1·2) 노후계획도시정비 기본계획(안)’을 내년 초 국토교통부 승인 후 확정·고시할 예정이다. 현재 2단계(다대, 만덕, 모라, 개금·당감) 기본계획(안)도 병행해 준비 중이며, 사업이 차질 없이 이어지도록 관리체계를 강화할 방침이다.

The Busan Metropolitan Government has designated a total of 7,318 housing units in the Hwamyeong·Geumgok and Haeundae 1·2 districts as first-phase pilot zones under its **Old Planned City Renewal Master Plan**.
From October 13 to 17, the city accepted applications for 14 candidate areas and, following a review by an evaluation committee, finalized 12 zones in Hwamyeong·Geumgok (2,624 units) and 2 zones in Haeundae 1·2 (4,694 units) as pilot sites. The selected complexes include Kolon Haneulchae 1 and 2 in Hwamyeong·Geumgok, and Doosan 1st, LG, and Daelim 1st Apartments in Haeundae.
Dedicated Support from the Outset
Busan views the selection of pilot zones as the practical starting point for its urban renewal initiative and plans to establish a dedicated support system to accelerate progress from the early stages. The city will provide administrative assistance, including expedited preparation of special maintenance plans and the formation of an expert advisory panel. Financial support is also under consideration to ease residents’ cost burdens for procedures such as collecting consent forms.
One-Stop Project Assistance
In cooperation with the Ministry of Land, Infrastructure and Transport (MOLIT), Busan will launch the *Busan Future City Support Center* in the first half of 2026. The center will offer one-stop services, providing guidance and assistance from project information to detailed plan development.
Broader Support and Policy Improvements
To ensure steady progress and enhance residents’ satisfaction, the city is preparing a range of supportive measures such as simplifying administrative procedures and expanding consulting services. Plans also include staged project roadmaps and communication processes to incorporate residents’ feedback.
A permanent advisory and information system will be established to minimize confusion in the early phases, allowing residents to access key updates quickly. In parallel, Busan will continue to propose institutional improvements to MOLIT to simplify approval processes and enhance overall project efficiency.
By the end of this month, the city will submit the master plan for the first-phase renewal areas (Hwamyeong·Geumgok, Haeundae 1·2) to the City Planning Committee for deliberation. Following MOLIT’s approval early next year, the plan will be finalized and officially announced. Preparations for the second-phase plan—including Dadae, Mandeok, Mora, and Gaegum·Dangam districts—are also underway, ensuring smooth continuity of the overall renewal program.
