고양특례시가 인공지능(AI)을 활용한 옥외영업 인허가 시스템을 개발해 특허를 출원했다고 15일 밝혔다.
시가 출원한 'AI 기반 옥외영업 가능대상 자동 판단 및 인허가 검증 시스템(출원번호:10-2025-0195063)'은 공무원 AI 아이디어 공모전에서 발굴된 제안이 실제 특허출원으로 연결된 첫 번째 사례다.
이 시스템은 옥외영업 인허가 신청 시 필요한 건축물 정보, 도면, 법령 기준 등을 AI가 자동으로 분석해 영업 가능 여부와 필요 절차를 즉시 제시하는 기술이다.
기존에는 담당 공무원이 법령과 조례 요건, 건물 구조, 제한구역 해당 여부, 오수·정화조 산정 등 복잡한 사항들을 일일이 확인해야 했다.
새로운 시스템은 이러한 검토 과정을 AI가 보조하도록 설계됐다.
특히 실제 소프트웨어로 구현될 경우, 유사 민원 사례와의 비교를 통해 추가 검토가 필요한 케이스를 자동으로 선별하는 기능도 가능해져 행정 효율성이 크게 개선될 것으로 기대된다.
안영선 기획정책관은 "현장에서 시민 불편을 가장 가까이 경험하는 공무원의 아이디어가 특허 출원까지 이어진 것은 큰 의미가 있다"고 말했다.
이어 "앞으로도 현장 공무원의 우수 아이디어를 정책과 기술로 연결해 AI 기반 행정혁신 모델을 확산해 나가겠다"고 덧붙였다.
고양시는 이번 특허 출원을 시작으로 AI를 활용한 행정 서비스 혁신을 지속 추진할 계획이다.

Goyang Special City announced on the 15th that it has developed an outdoor business permit system utilizing artificial intelligence (AI) and has filed for a patent.
The "AI-Based Automatic Outdoor Business Eligibility Determination and Permit Verification System (Application No. 10-2025-0195063)" filed by the city marks the first time a proposal from a civil service AI idea contest has resulted in an actual patent application.
This system uses AI to automatically analyze building information, drawings, and legal standards required for outdoor business permit applications, instantly indicating whether business is eligible and the necessary procedures.
Previously, civil servants had to manually verify complex details such as legal and ordinance requirements, building structure, restricted area status, and sewage and septic tank calculations.
The new system is designed to utilize AI to assist in this review process.
In particular, if implemented as actual software, it is expected to significantly improve administrative efficiency by automatically selecting cases requiring further review through comparison with similar complaints.
Director of Planning and Policy Ahn Young-sun stated, "It is very meaningful that the ideas of public officials who directly experience citizen inconveniences in the field have led to a patent application."
He added, "We will continue to expand the AI-based administrative innovation model by connecting the excellent ideas of public officials with policies and technologies."
Goyang City plans to continue promoting AI-based administrative service innovation, starting with this patent application.
