영덕군, 2025년 공무직 임금협약 체결…노사 상생 합의 도출

【브레이크뉴스 영덕】박영재 기자=영덕군은 지난 15일 군청 제1회의실에서 노사 양측 교섭위원 15명이 참석한 가운데 ‘2025년 공무직 임금협약 체결식’을 개최했다.

이번 체결식은 전국민주연합노동조합과 영덕군공무직노동조합이 공동으로 구성한 교섭단과 영덕군이 그동안 진행해 온 협상 과정을 마무리하고, 상생의 노사 관계를 확립하기 위해 마련됐다.

이날 행사에는 김광열 영덕군수와 최라현 전국민주연합노동조합 중앙위원장, 함동성 영덕군지부장, 이인호 영덕군공무직노동조합 위원장 등이 참석해 교섭 경과를 보고받고 임금협약서에 서명했다.

노사는 지난 3월 첫 상견례를 시작으로 총 10차례에 걸쳐 교섭을 이어왔으며, 수차례 논의를 거친 끝에 지난 3일 경북지방노동위원회 특별조정회의에서 최종 합의안에 도달했다. 이번 임금협약은 해당 합의 내용을 공식화한 것이다.

주요 합의 사항은 △기본급 호봉별 2.28% 인상 △사무보건실무원 상여금 지급률 220%에서 230%로 인상 △일반공무직 직무수당 2만 원 신설 및 상여금 지급 기준 포함 △환경미화원 직무수당의 장려수당 명칭 변경 및 1만 원 증액 △기본급 기준 32호봉으로 1호봉 추가 등이다.

김광열 영덕군수는 “물가 상승과 예산 삭감 등 어려운 여건 속에서도 노사가 상호 신뢰를 바탕으로 고통 분담에 합의한 점을 높이 평가한다”며 “공무직 근로자들이 보다 나은 환경에서 근무할 수 있도록 지속적으로 노력해 안정된 근무 여건이 행정 서비스의 질 향상으로 이어지도록 최선을 다하겠다”고 말했다.

한편 영덕군공무직노동조합 이인호 위원장과 조합원들은 지역교육의 여건 개선과 인재 발굴을 위해 써달라며 이날  영덕군에 교육발전기금 100만 원을 기탁했다.

Yeongdeok County Signs 2025 Public Service Wage Agreement… Labor-Management Agreement Reaches a Win-Win Agreement

Yeongdeok County held the "2025 Public Service Wage Agreement Signing Ceremony" in the first conference room of the county office on the 15th, with 15 negotiators from both labor and management in attendance.

This signing ceremony marked the conclusion of negotiations between Yeongdeok County and the negotiation team jointly formed by the Korean Federation of Trade Unions and the Yeongdeok County Public Service Workers' Union, and aimed to establish a win-win labor-management relationship.

Attendees included Yeongdeok County Mayor Kim Gwang-yeol, Choi Ra-hyeon, Central Committee Chairperson of the Korean Federation of Trade Unions, Ham Dong-seong, Yeongdeok County Branch Director, and Lee In-ho, Chairman of the Yeongdeok County Public Service Workers' Union. They received a report on the progress of the negotiations and signed the wage agreement.

Labor and management have been negotiating for a total of ten rounds since their first meeting in March. After numerous rounds of discussions, they reached a final agreement at a special mediation meeting of the Gyeongbuk Regional Labor Relations Commission on the 3rd. This wage agreement formalizes the agreement.

Key points of agreement include: 1) a 2.28% increase in base pay by grade; 2) an increase in the bonus rate for office health workers from 220% to 230%; 3) the creation of a KRW 20,000 job allowance for general civil servants and its inclusion in the bonus payment criteria; 4) a change in the name of the incentive allowance for sanitation workers and a KRW 10,000 increase; and 5) the addition of one pay grade to the 32nd base pay grade.

Yeongdeok County Governor Kim Gwang-yeol stated, "Despite difficult circumstances such as rising prices and budget cuts, I highly appreciate the agreement between labor and management based on mutual trust to share the burden." He added, "We will continue to strive to provide public servants with a better working environment and do our utmost to ensure that stable working conditions lead to improved quality administrative services."

Meanwhile, Yeongdeok County Public Service Workers' Union Chairman Lee In-ho and his union members donated 1 million won to the Yeongdeok County Education Development Fund, asking that the funds be used to improve local education and foster talent development.
