【충북 브레이크뉴스】김봉수 기자=충북 증평군이 행정안전부가 주관하는 ‘2025년 제18회 대한민국 지방재정대상’에서 우수사례로 선정돼 도내 유일하게 행정안전부장관상 수상과 함께 특별 교부세 2억 원을 확보했다.
대한민국 지방재정대상은 지방자치단체의 세입 확충과 지출 효율화, 보조금 운용 혁신 등 재정 운영 전반에서의 우수사례를 발굴·확산하기 위해 행안부가 매년 개최하는 지방재정 분야 최고 권위의 평가다.
올해는 전국에서 접수된 186건의 사례 가운데 분야별 사전심사를 통해 33건이 우수사례로 선정됐다.
이 중 상위 10건을 대상으로 창의성, 정책 효과성, 적용 가능성, 내용의 충실성 등을 종합 평가하는 최종 발표 심사를 거쳐 훈격이 결정됐다.
군은 세입증대 분야에서 ‘자치단체 협력사업을 통한 세외수입 증대’ 사례를 발표해 주목을 받았다.
이는 증평군 하수처리시설의 유휴 용량을 인근 지자체인 청주시와 공유해 처리하는 협력 모델로, 하수처리 효율을 높이는 동시에 세외수입 증대를 이끈 점에서 높은 평가를 받았다.
군은 청주시와의 하수 통합처리 시행 이후 연평균 약 8000만 원의 세외수입을 확보하고 있으며, 이는 일회성 수익이 아닌 장기적이고 지속 가능한 재원 마련 모델로서 의미가 크다는 평가다.
특히 추가적인 대규모 재정 투입 없이 기존 인프라를 최대한 활용해 재정 성과를 거둔 점에서 재정 건전성과 정책 실효성을 동시에 입증했다는 분석이다.
아울러 이번 사례는 단순한 시설 운영 효율화를 넘어, 지방자치단체 간 경계와 관행을 넘어 협력을 통해 상생의 성과를 창출한 모범사례로도 주목받았다.
군 관계자는 “한정된 재정 여건 속에서도 창의적인 협력과 효율적 운영을 통해 지속 가능한 재정 기반을 마련했다는 점에서 의미가 크다”며 “앞으로도 실질적인 재정 확충과 건전한 재정 운영을 위한 우수사례를 지속적으로 발굴해 나가겠다”고 말했다.
