김미숙 경기도의원 대표발의, 여성과학기술인 육성·지원 조례 상임위 통과

경기도의회 미래과학협력위원회 김미숙 의원(더불어민주당, 군포3)이 대표발의한 ‘경기도 여성과학기술인 육성 및 지원 조례안’이 지난 12월 15일 제387회 정례회에서 소관 상임위원회 심사를 통과했다.

이번 조례안은 도내 여성과학기술인에 대한 체계적인 육성과 지속 가능한 지원체계 구축을 목표로 마련됐다. 조례에는 여성과학기술인 육성 및 지원을 위한 기본계획 수립과 실태조사 근거를 명시하고, 연구·창업·기술사업화 지원은 물론 이공계 여학생 지원, 여성과학기술인의 취업 및 경력복귀 지원 방안 등이 포함됐다.

또한 교육과 홍보, 우수사례 발굴·확산 등을 통해 여성과학기술인의 사회적 인식 개선과 정책 효과를 높일 수 있도록 제도적 기반을 마련한 점도 주요 내용이다.

김미숙 의원은 “여성과학기술인은 연구개발과 산업 현장에서 중요한 역할을 수행하고 있음에도 불구하고 연구환경과 경력 단절 등 구조적인 어려움을 겪어왔다”며, “이번 조례 제정을 통해 여성과학기술인이 경력 전반에 걸쳐 안정적으로 역량을 발휘할 수 있는 정책적 토대가 마련됐다”고 밝혔다.

한편 김미숙 의원은 경기도의회 미래과학협력위원회 위원으로 활동하며 과학기술 인재 양성과 연구환경 개선을 위한 입법 활동을 지속해 왔으며, 도내 여성과학기술인이 현장에서 지속적으로 활동할 수 있는 제도적 환경 조성에 힘쓰고 있다.

Establishing a Foundation for Institutional Support, from Research, Startups, and Career Reintegration to Education and Public Relations

The "Gyeonggi Province Ordinance on the Promotion and Support of Women in Science and Technology," proposed by Gyeonggi Provincial Council Member Kim Mi-sook (Democratic Party of Korea, Gunpo District 3) on the Future Science Cooperation Committee, passed the relevant standing committee's review at the 387th regular session on December 15th.

This ordinance aims to systematically foster and support women in science and technology in the province and establish a sustainable support system. The ordinance establishes a basic plan for the promotion and support of women in science and technology, stipulates the basis for a fact-finding survey, and includes support for research, startups, and technology commercialization, as well as measures to support female students in science and engineering and assist women in finding jobs and returning to their careers.

Furthermore, it establishes an institutional foundation to improve social awareness of women in science and technology and enhance policy effectiveness through education, public relations, and the identification and dissemination of best practices. Councilwoman Kim Mi-sook stated, "Despite playing crucial roles in R&D and industrial settings, women in science and technology have faced structural challenges, including research environments and career interruptions." She added, "This ordinance establishes a policy foundation that will enable women in science and technology to demonstrate their capabilities stably throughout their careers." Meanwhile, as a member of the Future Science Cooperation Committee of the Gyeonggi Provincial Council, Councilwoman Kim has been actively engaged in legislative activities to foster science and technology talent and improve the research environment. She is also working to create an institutional environment that enables women in science and technology to continue to be active in the field.
