파주시가 22년간 경기도 소유로 운영되어 온 자유로 휴게소의 관리 권한을 최종 확보하며, 10년 이상 이어진 소유권 분쟁을 마무리했다.
파주시는 지난 8일 자유로 휴게소의 도로구역 결정을 완료하고, 11일 경기도와 양여계약을 체결해 소유 및 관리 권한을 공식 이양받았다.
이를 기념하기 위해 17일 '자유로 휴게소 파주시 이관 기념식'을 열었다.

자유로 휴게소는 2003년 5월 경기도가 당시 국지도 23호선을 관리하면서 도로 이용자의 편의를 위해 조성한 시설이다.
그러나 2008년 11월 자유로가 국도 77호선으로 승격되면서 도로관리청이 국토교통부로 변경됐고, 2011년 행정구역 개편으로 파주시가 도로관리청이 되었다.
문제는 도로 관리 권한은 파주시로 넘어갔지만, 휴게소는 여전히 경기도 소유로 남아있어 소유권 분쟁이 10년 이상 지속됐다는 점이다.
파주시는 장기화된 갈등을 해소하기 위해 2023년 행정안전부 중앙분쟁조정위원회에 공식 조정을 요청하며 적극적인 문제 해결에 나섰다.
관계 기관과의 협의를 거친 끝에 올해 4월 18일 중앙분쟁조정위원회는 자유로 휴게소의 관리·운영권을 파주시에 이전하기로 최종 결정했다.
이번 결정으로 파주시는 자유로 휴게소 운영 전반을 직접 관리할 수 있게 됐다.
시는 향후 지역 경제와 연계한 휴게소 활성화 전략을 단계적으로 추진할 계획이다.
