[브레이크뉴스 양주=김완영 기자] 경기도 양주시의회 김현수 시의원은 "가설울타리는 공사장 주변의 보행자와 차량, 인접 건축물의 안전 확보를 위한 핵심 시설이지만, 비하중형 임시시설물임에 따라 산업안전보건법상 안전인증 대상에서 제외되는 제도적 공백이 존재한다"라고 주장했다.
김의원은 "이로인해 비규격·중고 자재 사용, 무허가 업체의 불량제품 유통, 감리·감독의 서류 중심 점검 등이 반복되며 전국에서 붕괴·전도 사고가 지속되고 있으며, 생산자책임재활용제도(EPR)를 회피한 불법 재가공 제품까지 시중에 유통되어 시민 안전을 위협하고, 성실한 제조업체의 시장경쟁력까지 저하시키는 문제가 발생하고 있다"라고 건의안의 핵심을 전했다.
이러한 상황에서 "가설울타리를 ‘국민 안전시설’로 인식하고, 구조검토·품질검증·자재인증·현장점검 등 안전관리체계를 강화하는 제도 개선이 시급하다"라고 말했다
한편 이 건의안은 대통령비서실, 국회의장, 국토교통부장관, 기후에너지환경부장관, 고용노동부장관, 경기도의회, 경기도, 양주시청으로 보낼질 예정이다.
