고양특례시의회가 인공지능(AI)을 핵심으로 하는 정보화전략계획(ISP)을 수립하고 의정활동의 디지털 대전환에 나선다.
고양특례시의회는 29일 「AI와 함께하는 스마트의회」를 비전으로 한 정보화전략계획을 확정했다고 밝혔다.
이번 계획은 종이 문서 중심의 전통적 업무 방식에서 벗어나 디지털 전환(DX)을 넘어 AI 전환(AX)으로 도약하기 위한 중·장기 로드맵이다.

시의회가 이번 전략계획을 통해 제시한 3대 핵심 목표는 △디지털 기반 의정활동의 체계적 지원 △AI 기반 스마트 의정 구현 △독자적 정보화 관리 역량 강화다.
먼저 회의 운영부터 안건 처리, 자료 관리까지 의정활동 전 과정을 디지털로 연계해 의원들의 신속하고 효율적인 의정활동을 지원한다.
AI 기술을 활용한 의정자료 분석, 정책 검토, 정보 검색 지원으로 의사결정의 전문성도 높인다.
특히 외부 의존형 정보화 체계에서 벗어나 의회가 직접 기획하고 운영할 수 있는 자체 관리 체계를 구축해 지속가능한 스마트의회 기반을 마련한다는 계획이다.
이번 전략계획은 기초자치단체 의회로서는 드물게 AI 활용을 핵심 전략으로 명시했다는 점에서 주목된다.
고양특례시의회는 이를 통해 기초의회를 선도하는 스마트의회 모델을 제시하겠다는 방침이다.
김운남 의장은 "이번 정보화전략계획은 단순한 시스템 구축을 넘어 의정활동의 방식과 문화를 근본적으로 바꾸는 중요한 전환점"이라며 "AI와 디지털 기술을 통해 더 일 잘하는 의회, 시민에게 더 신뢰받는 의회로 도약하겠다"고 말했다.
