온라인 시민 투표 거쳐 객관성 확보… 성과 낸 공무원엔 '인사 가점' 파격 혜택
충남 서산시는 올 하반기 동안 창의성과 전문성을 바탕으로 시정 발전에 기여한 '적극행정 우수사례 5건'과 이를 주도한 '우수공무원 10명'을 최종 선발했다고 29일 밝혔다.
이번 선정은 단순히 내부 평가에 그치지 않고, 각 부서에서 추천한 13건의 사례를 대상으로 서면 심사는 물론 온라인 시민 투표와 인사위원회 심의라는 엄격한 과정을 거쳤다.
선발된 공무원들에게는 성과에 상응하는 인사 가점 등 파격적인 인센티브가 부여되고, 서산시는 이를 통해 '일하는 공직 문화'를 정착시키고 행정의 질을 한 단계 높이겠다는 구상이다.
선정된 5대 사례는 서산시의 정주 여건 개선과 경제 활성화에 직결된 과제들로 채워졌다.
자원순환과 이효남 팀장과 김진 주무관은 님비(NIMBY) 시설로 여겨지던 쓰레기 처리 시설을 친환경 체험관광형 자원회수시설로 성공적으로 준공하며 시의 새로운 랜드마크를 구축했다.
건설과 신민식·홍재인 주무관은 지난 7월 집중호우 당시 발 빠르게 움직여 특별재난지역 선포를 이끌어냈고, 650억 원의 복구 예산을 확보하는 기염을 토했다.
교통과 이웅 팀장과 박천호 주무관은 상습 정체 구간인 국도 29호선(대산 방면)에 감응 신호 시스템을 도입해 출퇴근길 시민들의 불편을 획기적으로 줄였다.
투자유치과(정민숙·임재용)는 산업위기 선제대응지역 지정을 통해 지역 경제 회복의 발판을 마련했으며, 미래전략담당관(남무성·태성용)은 한국생명공학연구원 서산분원 유치에 성공하며 미래 성장 동력을 확보했다.
