[브레이크뉴스=황민성 기자] 거제시가 교육 분야에 예산을 지속적으로 투입하며 교육환경 개선에 힘쓰고 있다.
매년 변화하는 재정 여건 속에서도 교육경비를 일정 수준 이상으로 확보하면서, 교육경비 편성 규모가 도내 시 단위 지자체 가운데 최상위권에 속하는 것으로 나타났다.
거제시는 2006년부터 2025년까지 초·중·고·특수학교 교육경비로 604억 원을 지원했으며, 여기에 사립유치원 교재·교구비 및 부모부담 교육비 지원을 포함하면 지원 규모는 총 736억 원에 이른다.
교육경비는 지방자치단체가 교육청 및 학교 지원을 위해 편성하는 예산으로, 지원 초기 연간 10억 원 수준이던 예산이 최근에는 연 30억~50억 원 수준으로 확대됐다.
2020년에는 56억 원, 2023년에는 47억 원 등 비교적 대규모의 예산을 편성하기도 했다.
이렇게 투입된 교육경비는 거제교육지원청과 경상남도교육청과의 협력을 통해 △거제초·대우초·명사초·외간초·해성고 등 체육관 및 다목적시설 신축·개선 사업, △상동초 다목적강당 신축, △거제여상 기숙사 조성, △자율형 공립고 운영 지원 등 중·장기적 교육 인프라 확충에 쓰였다.
또한, △학교 스포츠클럽 운영, △외국어 교육 프로그램, △문화·예술교육 활성화 사업, △학생 체험활동 등 학교별 여건과 특성에 따라 학생들의 전인적 성장을 도모하는 다양한 교육활동 운영에도 활용됐다.
특히, 매년 15개 이상 학교에서 원어민 영어 보조교사 운영 지원을 통해 학생들의 영어 의사소통 능력 향상을 도모하는 한편, △상동초등학교의 ‘1인 1악기’교육활동, △제산초·창호초 오케스트라 운영, △계룡중학교 예술중점학교 운영 등 학교별 특성을 반영한 문화·예술교육 지원으로 학생들의 창의성과 감수성 함양에도 기여하고 있다.
아울러, 선급 용접사 자격 취득 지원 사업을 비롯해, 2025년에는 교육발전특구 사업과 연계한 이주배경 학생 맞춤형 한국어 교육, 조선분야 취업역량 강화를 위한 방과후 수업 등을 추진해 대내외 환경 변화 및 지역 산업 수요에 발맞춘 탄력적인 교육 지원으로 인재 양성 기반을 마련했다.
시는 초·중·고교뿐 아니라 유아기 교육 여건 개선에도 지속적으로 힘써 왔다.
2011년부터 사립유치원 교재·교구비, 2019년부터 부모부담 교육비를 지원했으며, 2020년에는 코로나19로 운영에 어려움을 겪은 사립유치원에 약 1억 원을 추가 지원해 유아 교육 현장의 안정적 운영을 뒷받침했다.
경상남도교육청의 2026년 사립유치원 전 연령 무상교육 시행에 따라 기존 지원은 종료되며, 시는 단설유치원을 포함한 유치원 지원 사업을 교육경비 보조사업으로 통합 편성해 지원체계를 일원화할 계획이다.
