최 의원은 5일 오전 국민의힘 대구시당 3층 회의실에서 열린 출입기자 간담회에서 대구의 경제 침체 원인을 “리더십 실패”로 규정하며, 새로운 시정 패러다임의 필요성을 강조했다.
그는 “대구는 특·광역시 가운데 1인당 개인소득 최하위이자, 유일한 마이너스 성장 도시”라며 “예산이 부족한 것도, 정치적 무게나 행정 경험이 부족한 것도 아닌, 문제의 본질은 리더십에 있다”고 지적했다.
이어 “그동안 대구시 예산은 줄어든 적이 없었고, 관료 출신 시장들과 풍부한 행정 경험, 예산 네트워크까지 갖춰져 있었지만 기대만큼의 변화를 보여주지 못했다”며 기존 시정 운영을 정면으로 비판했다.
최 의원은 이번 대구시장 선거의 의미 역시 ‘관리자’가 아니라 ‘경제 공동체의 대표’를 뽑는 자리라고 규정했다. 그는 “지금 대구는 사실상 부도 직전의 경제 공동체와 다름없다”며 “인지도나 연공서열이 아닌, 진짜 대구를 살릴 수 있는 리더를 선택해야 할 때”라고 강조했다.
특히 자신의 기업 경영 경험을 장점으로 내세웠다. 그는 “글로벌 대기업에서 체득한 혁신의 속도와 운영 시스템은 이미 국가 행정을 앞지르고 있다”며 “기업가 정신과 도전, 성과 중심의 경영 DNA를 시정에 이식하겠다”고 밝혔다.
또 “비비고와 올리브영 성장의 최전선에서 일했고, 3만5천 명이 넘는 조직의 CEO로서 대구시 예산의 두 배에 가까운 규모를 직접 운영했다”고 경력도 설명했다.
이날 간담회에서는 ‘803 대구 마스터 플랜’도 함께 공개됐다. 최 의원은 “팔공산에서 따온 숫자 803을 대구의 새로운 브랜드로 만들겠다”며 “8대 전략 산업을 중심으로 산업 구조를 완전히 재편하고, AI와 나노기술을 바탕으로 기존 산업을 고부가가치화하겠다”고 공약했다.
이어 “청년 스타트업 도시 조성, 주거·교육·일자리 통합 정주 환경 재설계로 부동산 문제와 청년 유출을 동시에 잡겠다”고 덧붙였다.
문화·관광 분야에 대해서는 “누구나 일상적으로 문화를 누리고, 국내외 방문객이 끊임없이 찾는 개방적이고 세련된 도시로 대구를 바꾸겠다”며 경쟁력 회복의 의지도 밝혔다.
최 의원은 “정치는 대구를 관리해왔을지 몰라도 성장시키지는 못했다”며 “기업은 실패하면 바로 퇴출되지만, 정치는 그렇지 않았다”며 기존 정치권에 대한 쓴소리도 아끼지 않았다. 그는 “대구 시민의 이익을 최우선에 두고, 주주의 가치를 높이는 시장, 대구라는 회사를 성장시키는 CEO가 되겠다”고 포부를 밝혔다.
또 “이번 선거가 이기기 쉽지 않은 싸움일지라도, 누군가는 기득권 정치가 아닌 대구의 미래를 이야기해야 한다”며 “멈춰선 대구의 성장 엔진을 다시 돌리기 위해 가장 힘든 길을 선택했다”고 말했다. 끝으로 “리더십을 바꾸면 대구의 미래가 달라진다”며 “정치 1번지를 넘어 경제 1번지 대구로 도약시키겠다”고 강조했다.

The "803 Daegu Master Plan" was also unveiled at the meeting. Rep. Choi pledged, "I will make the number 803, taken from Mount Palgong, Daegu's new brand. I will completely restructure the industrial structure, focusing on eight strategic industries, and transform existing industries into high-value-added industries through AI and nanotechnology."

Companies are immediately forced out when they fail, but politics has not."
