시는 정광락 도시개발국장을 단장으로 건설공사 관련 시설직 공무원 30명으로 구성된 6개 반 규모의 추진기획단을 꾸리고, 지난해 12월부터 사업 현장을 직접 점검하며 주민 의견을 수렴해 왔다. 특히 환경영향 검토, 사전재해영향성 검토, 국가유산 현상변경 등 주요 행정절차를 실시설계용역과 병행 추진해 발주 시기를 앞당기고, 사업 완성도도 함께 높인다는 방침이다.
조기 발주 대상 사업은 도로·치수, 농업기반시설, 주민숙원사업 등 총 1,283건으로, 사업비는 2,273억 원에 달한다. 시는 시민 생활과 밀접한 사회기반시설을 중심으로 사업을 추진해 체감 효과를 극대화한다는 계획이다. 읍·면·동 단위 주민숙원사업의 경우 설계 단계부터 주민 의견과 현장 여건을 적극 반영해 사업의 실효성과 만족도를 높이고 있다.
특히 감포·안강·건천·외동 등 4개 읍 건설팀을 중심으로 합동 설계 작업장을 운영해 주민숙원사업을 신속히 추진하고 있으며, 상반기 내 해당 사업 100% 발주를 목표로 하고 있다.
한편 경주시는 고환율·고물가로 경영 부담이 가중된 지역 중소기업을 지원하기 위해 총 2,616억 원 규모의 운전자금 이차보전 지원사업도 본격 시행한다. 이번 사업은 경주시 운전자금 1,066억 원, 경상북도 운전자금 350억 원, 중소기업 동행 운전자금 200억 원, 한수원 운전자금 1,000억 원으로 구성됐다.
지난해에는 경상북도·경주시 운전자금을 통해 404개 업체에 1,126억 원, 기업은행 동행 운전자금으로 41개 업체에 158억 원, 한수원 경주상생협력기금 운전자금으로 137개 업체에 1,135억 원을 지원해 총 582개 기업의 자금 안정을 도왔다. 올해는 전년 대비 경주시 운전자금이 266억 원, 경상북도 운전자금이 24억 원 각각 증액돼 지원 규모가 한층 확대됐다.
지원 대상은 경주시에 본사나 주사무소, 사업장을 둔 제조업·건설업·무역업·운수업 등 11개 업종의 중소기업으로, 연간 매출액에 따라 일반 업체 최대 3억 원, 우대 업체 최대 5억 원, 가족친화인증기업 6억 원, 골든기업 7억 원까지 차등 지원된다.
경상북도·경주시 운전자금은 매월 1일부터 10일까지 경상북도 중소기업육성자금 통합시스템(GFUND)을 통해 온라인으로 신청할 수 있으며, 기업은행 동행 운전자금은 보증기관 상담 후 경주시 기업투자지원과를 방문해 접수하면 된다.
주낙영 경주시장은 “건설사업 조기 발주와 중소기업 운전자금 지원은 지역 경제를 활성화하고 시민 삶의 질을 높이는 핵심 정책”이라며 “앞으로도 신속하고 책임 있는 행정으로 지역 산업과 기업의 지속 성장을 뒷받침하겠다”고 말했다.

The city established a six-team Promotion Team, comprised of 30 construction-related civil servants and led by Jeong Gwang-rak, Director of the Urban Development Bureau. Since December of last year, the team has been conducting on-site inspections and gathering feedback from residents. Specifically, the city plans to expedite the ordering process and enhance the project's completion rate by conducting key administrative procedures, such as environmental impact assessments, pre-disaster impact assessments, and national heritage status modifications, in parallel with the detailed design process.
A total of 1,283 projects, including roads, flood control, agricultural infrastructure, and long-awaited projects, are eligible for early procurement, with a total project cost of KRW 227.3 billion. This project consists of KRW 106.6 billion in working capital from Gyeongju City, KRW 35 billion from North Gyeongsang Province, KRW 20 billion from joint working capital for SMEs, and KRW 100 billion from Korea Hydro & Nuclear Power (KHNP).
Last year, KRW 112.6 billion was provided to 404 companies through working capital from North Gyeongsang Province and Gyeongju City, KRW 15.8 billion to 41 companies through joint working capital from Industrial Bank of Korea, and KRW 113.5 billion to 137 companies through KHNP's Gyeongju Mutual Growth Cooperation Fund, helping a total of 582 companies achieve financial stability. This year, the scale of support has been significantly expanded, with KRW 26.6 billion in working capital from Gyeongju City and KRW 2.4 billion in working capital from North Gyeongsang Province increasing compared to the previous year.
Eligible for support are small and medium-sized enterprises (SMEs) in 11 industries, including manufacturing, construction, trade, and transportation, with headquarters, main offices, or business locations in Gyeongju City. Depending on annual sales, they will receive up to KRW 300 million for general businesses, KRW 500 million for preferential businesses, KRW 600 million for family-friendly certified businesses, and KRW 700 million for golden businesses.
Applicants for Gyeongsangbuk-do and Gyeongju City working capital can apply online from the 1st to the 10th of each month through the Gyeongsangbuk-do Small and Medium-Sized Enterprise Development Fund Integrated System (GFUND). For Industrial Bank of Korea (IBK) working capital, applicants must visit the Gyeongju City Business Investment Support Division after consulting with a guarantee institution.
Gyeongju Mayor Joo Nak-young stated, "Early construction project bids and SME working capital support are key policies for revitalizing the local economy and enhancing the quality of life for residents.
