[브레이크뉴스=강동호 기자] 합천군은 행정안전부가 주관하는 ‘2025년 지방규제혁신 추진 성과평가’에서 우수기관으로 선정, 특별교부세 1억원 확보하는 쾌거를 달성했다고 15일 밝혔다.

행정안전부 지방규제혁신 성과평가는 지자체의 자발적인 규제혁신을 유도하기 위해 매년 전국 243개 지자체를 대상으로 실시한다. 

2025년에는 지방규제혁신 추진계획 수립의 적절성, 중앙부처 건의규제 발굴·수용 노력, 적극행정 규제개선 사례, 찾아가는 지방규제 신고센터 운영실적, 자치법규 정비 실적 등을 종합적으로 평가하여 광역 3곳, 기초 21곳을 우수기관으로 선정했다.

군은 그동안 군민생활과 소상공인·기업활동 전반에 걸친 불합리한 규제를 해소하기 위해 현장 중심 규제 발굴 및 중앙부처 협의를 통한 실질적 제도 개선에 꾸준히 노력해왔다. 

그 결과 2021년 지방규제혁신 평가에서 군 단위 지자체 중 최우수기관으로 선정되어 대통령 표창을 받은 것을 시작으로 2022년 주민주도형 규제혁신과 새정부 지방규제혁신 2개 분야 우수, 2023년 지방규제혁신 최우수기관 선정에 이어 2024·2025년도에도 우수기관에 선정됨으로써 5년 연속 지방규제혁신 우수기관 달성 및 5년간 총 10억5천만원의 특별교부세를 확보하는 성과를 얻었다.

군 관계자는 “이번 우수기관 선정은 규제개선을 통해 군민의 불편을 해소하고 지역 활력을 높이기 위해 노력해 온 성과”라며, “앞으로도 현장에서 답을 찾는 규제혁신을 통해 군민이 체감하는 변화를 만들어 가겠다”고 말했다.

Hapcheon County announced on the 15th that it had been selected as an Outstanding Institution in the "2025 Local Regulatory Innovation Promotion Performance Evaluation" hosted by the Ministry of the Interior and Safety (MOIS), securing KRW 100 million in special education tax grants.

The MOIS conducts the Local Regulatory Innovation Performance Evaluation annually for 243 local governments nationwide to encourage voluntary regulatory innovation.

In 2025, three metropolitan and 21 local governments were selected as Outstanding Institutions based on a comprehensive evaluation of factors including the appropriateness of local regulatory innovation promotion plans, efforts to identify and incorporate regulatory suggestions from central government agencies, examples of proactive administrative regulatory improvement, the operational performance of the Mobile Local Regulatory Reporting Center, and the performance of local government regulations.

The county has consistently strived to eliminate unreasonable regulations affecting residents' lives, small businesses, and corporate activities by identifying field-oriented regulations and implementing substantive system improvements through consultation with central government agencies.
