【브레이크뉴스 대구】진예솔 기자=대구시의회 예산결산특별위원회가 RISE(지역혁신중심 대학지원체계) 사업의 실효성을 현장에서 직접 점검하고자 지역 청년들과 머리를 맞댔다.
김태우 예산결산특별위원장은 지난 15일 시의회 2층 회의실에서 지역 청년 대표들을 초청해 간담회를 개최했다. 이 자리에는 청년 활동가와 대학 총학생회장 등 다양한 청년 대표들이 참석했다. 이번 간담회는 2025년부터 본격 시행되는 RISE 사업이 현장에서는 어떻게 체감되는지 살피고, 개선점은 무엇인지 논의하기 위해 마련됐다.
RISE 사업은 지역 대학 지원과 인재 양성, 정주·창업 촉진을 목표로 대구시가 역점을 두고 추진 중인 대형 사업이다. 매년 약 1천억 원의 예산이 투입되는 만큼, 예산 집행의 투명성과 성과 관리가 주요 과제로 떠오르고 있다.
이날 간담회에서는 RISE 4대 프로젝트와 17개 단위과제 추진 현황이 공유됐다. 청년 대표들은 “대학과 지방자치단체, 학생회 간 소통이 충분하지 않다”고 목소리를 냈다. RISE 사업 각 단위과제 추진 과정에서 현장 청년들의 실무적 참여와 상시 소통창구가 마련돼야 한다는 의견도 제시됐다.
‘대학페스타’ 운영 방식에 대한 문제점도 집중적으로 제기됐다. 청년들은 “교통과 숙박, 행사 공간의 분산 등으로 접근성이 낮다”며, “지역 전체가 함께할 수 있는 통합 프로그램 기획이 필요하다”고 개선을 요청했다.
대구 5대 미래산업(D5) 채용연계형 융합교육 관련해서도 실효성에 대한 점검이 필요하다는 지적이 이어졌다. 실제 교육과정이 채용과 연계되고 있는지, 실습·인턴십이 현장에서 제대로 작동되고 있는지에 대한 점검이 필요하다는 것이다.
또, 청년 대표들은 대규모 예산 집행의 투명성과 사후 감시의 중요성도 강조했다. 한 청년 대표는 “예산이 반드시 인재 양성과 정주 환경 조성이라는 본래 목적에 부합되게 쓰이는지 직접 확인할 필요가 있다”고 말했다.
김태우 예산결산특별위원장은 “대구 RISE 사업은 연 1천억 원에 달하는 예산이 투입되는 거대 프로젝트”라며, “시민의 소중한 혈세가 인재 양성과 취업·창업, 정주 생태계 조성에 실질적으로 기여할 수 있도록 꼼꼼히 챙기겠다”고 밝혔다. 이어 “청년대표들이 제안한 의견을 바탕으로 지자체, 대학, 학생회가 긴밀히 협력하는 시스템을 시의회에서도 적극 지원하겠다”고 말했다.
시의회 예산결산특별위원회는 앞으로도 RISE 각 과제 추진 현황과 예산 집행 과정을 지속적으로 점검할 방침이다. 청년들의 목소리가 정책에 얼마나 반영될지가 향후 관건으로 남았다.
