대구시선관위에 따르면 선거비용제한액은 선거별 인구수와 읍·면·동 수에 전국소비자물가변동률을 반영한 산정비율을 적용해 증감한 뒤, 선거사무관계자의 수당 인상액과 산재보험료를 더해 최종 산정된다.
이에 따라 대구광역시장선거와 대구시교육감선거의 선거비용제한액은 각각 12억8,270만5,388원으로, 지난 제8회 지방선거 대비 약 2,900만 원 증가했다. 이는 인구수가 3만2,007명 감소했음에도 불구하고, 선거비용제한액 산정비율이 제8회 지방선거의 5.1%보다 높은 8.3%가 적용된 데 따른 것이다.
기초자치단체장선거의 평균 선거비용제한액은 약 1억9,600만 원으로 나타났다. 이 가운데 달서구청장선거가 약 2억6,800만 원으로 가장 많았으며, 군위군수선거가 약 1억2,300만 원으로 가장 적었다.
그 밖에 비례대표 대구시의원선거는 약 1억8,000만 원, 지역구 대구시의원선거는 평균 약 5,800만 원, 비례대표 기초의원선거는 평균 약 6,100만 원, 지역구 기초의원선거는 평균 약 4,900만 원으로 각각 산정됐다.
한편 선거비용은 선거운동의 기회균등과 선거공영제 원칙에 따라, 후보자가 당선되거나 유효투표총수의 15% 이상을 득표한 경우 선거비용제한액 범위 내에서 적법하게 지출한 비용 전액을 보전받게 된다. 10% 이상 15% 미만을 득표한 경우에는 절반이 보전된다. 비례대표선거의 경우에는 후보자 명부에 등재된 후보자 중 당선인이 1명이라도 있을 경우 전액을 보전받는다.
다만 예비후보자가 사용한 선거비용이나 통상거래가격을 정당한 사유 없이 초과한 비용, 회계보고서에 누락되거나 허위로 보고된 비용 등은 보전 대상에서 제외된다.
대구시선관위는 선거비용 부풀리기 등 허위 청구를 방지하기 위해 영수증과 계약서 등 증빙서류 외에도 실제 사용 여부를 확인할 수 있는 사진 등 객관적 자료 제출을 의무화하고, 정당한 사유 없이 제출하지 않을 경우 비용을 보전하지 않을 방침이다.
아울러 선거구획정으로 선거구역이 변경될 경우, 해당 지역의 선거비용제한액을 다시 공고할 예정이다.
